• RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING AN INCREASE IN
COMPENSATION FOR MEMBERS OF THE NEWPORT BEACH
CITY EMPLOYEES ASSOCIATION
WHEREAS, pursuant to the provisions of Government Code
Section 3505 and of Resolution NO. 7173 of the City of Newport
Beach, through its negotiating team, has, on numerous occasions,
met and conferred, in good faith, with representatives of the
Newport Beach City Employees Association (NBCEA) concerning
salaries, benefits and other terms and conditions of employment
for fiscal year 1984 - '85; and
WHEREAS, the City of Newport Beach and the Newport
Beach City Employees Association (NBCEA) have been unable to
reach an agreement as to the salaries and benefits and have also
been unable to reach an agreement as to other terms and
conditions of employment to be accorded members of Newport Beach
City Employees Association (NBCEA) during the fiscal year 1984 -
'85; and
WHEREAS, the City Council of the City of Newport Beach
is desirous of implementing, unilaterally, its final proposal to
the Newport Beach City Employees Association (NBCEA) for
increasing compensation paid to its members; and
WHEREAS, the current Memorandum of Understanding
between the City of Newport Beach and the Newport Beach City
Employees Association (NBCEA) expired on June 22, 1984; and
WHEREAS, the final offer of the City of Newport Beach
to the Newport Beach City Employees Association (NBCEA) for
• increased compensation and benefits called for a 6% increase in
total compensation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the total compensation package for
the members of the Newport Beach City Employees Association
(NBCEA) for fiscal year 1984 - 185, effective Jvrie 23, 1984 to
June 21, 1985 shall be as follows:
1. Total Compensation: 6%
• 2. The salary ranges for the members of Newport Beach City
Employees Association shall be as set forth in Appendix
"A" which is attached hereto and incorporated herein by
reference.
3. On or about October 1, 1984, the City agrees to reopen
the meet - and - confer process to meet and confer on the
issues of modifying the current health insurance plan
and providing a retiree health insurance plan. The City
shall limit the reopener to these items and to those
items which may be affected should agreement be reached.
4. On or about February 1, 1985, the City shall request an
Actuarial Study from the Public Employees Retirement
System on the one -year highest compensation benefit for
Miscellaneous employees only. This study will not
commit the City to modifying the P.E.R.S. contract for
the benefit.
5. Family sick leave: The City will amend the current sick
leave provision to allow employees to use five (5) eight
(8) hour sick leave days for illness of spouse, son or
daughter that requires the presence of the employee.
BE IT FURTHER RESOLVED that all other terms and
conditions of employment of all affected employees pursuant to
the provisions contained in the Memorandum of Understanding
between the City of Newport Beach and members of the Newport
Beach City Employees Association (NBCEA) shall remain unchanged
and in full force during fiscal year 1984 - 185 as hereinabove
described.
