A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ADVISING THE ARTERIAL HIGHWAY
FINANCING PROGRAM ADVISORY COMMITTEE THAT AN
• AMENDMENT TO THE CIRCULATION ELEMENT MASTER
PLAN OF STREETS AND HIGHWAYS HAS BEEN ADOPTED
AND REQUESTING THE COUNTY OF ORANGE TO MODIFY
ITS MASTER PLAN OF ARTERIAL HIGHWAYS WITHIN
THE CITY TO CONFORM TO THE CITY'S MASTER PLAN
WHEREAS, the City of Newport Beach is a participant in
the Orange County Arterial Highway Financing Program; and
WHEREAS, the County of Orange Arterial Highway
Financing Program Procedure Manual requires that each city that
intends to participate in said program adopt a resolution each
year, informing the Advisory Committee as to whether or not
changes have been made to the Arterial Highway Master Plan within
said City and to request that said changes, if any, be adopted
into the County Arterial Highway Master Plan; and
WHEREAS, Title 139 Streets, Sidewalks and Public
Property and Title 19, Subdivisions of the Newport Beach
Municipal Code protect ultimate arterial highway right -of -way;
and
WHEREAS, the Circulation Element of the City's General
Plan provides for the limitation of access to the arterial
highway system; and
WHEREAS, by Resolution No. 83 -104 adopted October 24,
1983, the City of Newport Beach adopted amendments to the
Circulation Element of the City's General Plan which revised the
Master Plan of Streets and Highways, thereby requiring changes to
the County Master Plan of Arterial Highways; said changes are as
follows:
• 1. That the Eastbluff Drive extension be deleted from
the City's Master Plan of Streets and Highways.
2. That the extension of University Drive South to
Eastbluff Drive North be designated on the City's Master Plan of
Streets and Highways as a Primary Road, four lane divided.

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby requests the Arterial Highway
Financing Program Advisory Conmittee to take action to cause the
inclusion of said changes in the Orange County Master Plan of
Arterial Highways, in order that said changes may be included in
• the County Arterial Highway Financing Program.
