A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH RE- ESTABLISHING A PARKING
PERMIT SYSTEM FOR THE USE OF PARKING SPACES IN
CITY PARKING LOTS AND ADDING CERTAIN OFF -
STREET PARKING METER ZONES, PROVIDING FOR
• REDUCED PARKING PERMIT FEES FOR SENIOR
CITIZENS, TERMINATING "TRANSFERABLE" PERMITS,
AND RESCINDING RESOLUTION NO. 82 -70
WHEREAS, Section 12.044.120 of the Newport Beach
Municipal Code provides that in off-street parking meter zones
previously established by Resolution, a vehicle may be parked,
and remain parked in a parking space, without the deposit of
coins, if such vehicle has displayed a current, valid, Parking
Permit issued by the City of Newport Beach, pursuant to
authorization of the City Council; and
WHEREAS, Resolution No. 82 -70, established, among other
things, a non - transferable, Annual Parking Permit System and Fee
for certain off - street parking meter zones located in the City
parking lots; and
WHEREAS, the City Council of the City of Newport Beach
wishes to maintain said non - transferable, Annual Parking System
and Fee, as well as the reduced fee for senior citizens while
designating the specific types, locations and fees for said
Permits.
NOW, THEREFORE, the City Council of the City of Newport
Beach declares as follows:
1. There is hereby established an Annual Parking
• Permit System and Fee which shall consist of the following types
of Parking Permits:

a. A non - transferable, annual, Parking Permit for a
fee of $30.00 (Thirty Dollars), which, when affixed to
the front windshield of a vehicle within a 7 -inch square
• in the lower corner farthest removed from the driver's
position, shall authorize the parking of such vehicle in
off - street Parking Meter Zones No. 11, No. 12, No. 14,
No. 15, No. 16, No. 20, No. 21, No. 22, No. 23 and No.
24, without requiring the deposit of coins in the
parking meter located adjacent to said parking space.
Such Parking Permit shall also authorize vehicles
displaying said Parking Permit to use the City parking
lot located at the Corona del Mar State and City Beach
Parks, and the Balboa parking lot, without requiring the
payment of an additional parking fee, provided said lots
are open for parking and space is available therein.
Such Parking Permit shall not be valid in the Balboa
parking lot between the hours of 3:00 A.M. and 6 :00
A.M. It shall not, however, establish any priority for
parking spaces.
b. Pursuant to Section 12.44.120 of the Newport Beach
Municipal Code, the City Council of the City of Newport
Beach determines that a system of "Transferable" Annual
Parking Permits is not appropriate, and same is hereby
terminated.
2. The Parking Permits established pursuant to this
Resolution shall not be used for the parking of buses. For
• purposes of definition within this Resolution, the term "bus"
shall mean any motor vehicle, other than a motor truck or truck
tractor, designed for carrying more than nine (9) persons,
including the driver, and used or maintained for the
transportation of passengers.

3. The Parking Permits hereinbefore established shall
be appropriately designed and dated to indicate the appropriate
• year during which said Parking Permit shall be valid.

4. The adoption of this Resolution shall not be
construed to impair the validity of any existing Parking Permit,
and all said Parking Permits shall continue to be effective for
the term issued therefor.
5. Persons 65 years of age, or older, may purchase a
total of one, non - transferable, annual Parking Permit at a
reduced rate, which shall be fifty percent (50 %) of the regular
fee which is set forth in this Resolution, subject to the
satisfactory evidence of the following:
a) Proof of age; and
b) That the vehicle for which a Parking Permit is
requested be registered to and driven by the person
requesting said Parking Permit.
BE IT FURTHER RESOLVED that Resolution No. 82 -70 be and
hereby is rescinded.
