A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
APPROVING GENERAL PLAN AMENDMENT 86 -2(A)
FOR MACARTHUR BOULEVARD BETWEEN
• FORD ROAD AND STATE ROUTE 73; MAKING CERTAIN
FINDINGS IN REGARD TO THE ENVIRONMENTAL DOCUMENT
WHEREAS, Section 707 of the Chapter of the City of Newport
Beach provides that the City Council., upon recommendation by the
Planning Commission, may amend the General Plan, or any part or
element thereof; and
WHEREAS, as part of the development and implementation of
the City's General Plan, Circulation Element have been prepared; and
WHEREAS, said element of the General Plan sets forth
objectives and supporting policies which serve as a guide for the
future development of the roadway system in and around the City of
Newport Beach; and
WHEREAS, pursuant to Section 707 of the Charter of the City
of Newport Beach, the Planning Commission held a public hearing to
consider a certain amendment to the above referenced element of the
Newport Beach General Plan, and adopted. Resolution No. 1141 recommend-
ing approval of said amendment; and
WHEREAS, an Environmental Impact Report for General Plan
Amendment 85 -1(B) has been prepared to address the environmental
effects, mitigation measures, and project alternatives associated with
proposed Land Use, Recreation and Open Space and Circulation Elements
of the Newport Beach General Plan; and
WHEREAS, the Environmental. Impact Report was prepared
pursuant to the requirements of the California Environmental Quality
Act (CEQA) , the State Guidelines (Guidelines) , and City Policy L -3
procedures; and
• WHEREAS, written and oral comments on the Environmental
Impact Report were received from the public during and after the
public review period; and
WHEREAS, the Planning Commission of the City of Newport
Beach conducted public hearings to receive all public testimony with
respect to the Environmental Impact Report; and 1�
WHEREAS, such comments and testimony were responded to
through a response to comments document, various staff reports, and
testimony submitted to the Planning Commission and received by the
City Council of the City of Newport Beach; and
WHEREAS, the Planning Commission of the City of Newport

Beach has reviewed all environmental documentation comprising the
Environmental Impact Report and has found that the Environmental
Impact Report considers all environmental effects of General Plan
Amendment 86 -2(A) and is complete and adequate and fully complies with
all requirements of CEQA and the Guidelines;
WHEREAS, the Final Environmental Impact Report has now been
certified as adequate by the City Council of the City of Newport
Beach; and
WHEREAS, the Final Environmental Impact Report fully and
adequately discusses the environmental impacts associated with the
proposed General Plan Amendment; and
WHEREAS, there are no new significant environmental impacts
that were not considered in the certified Final EIR; and
WHEREAS, all measures necessary to mitigate the environ-
mental impacts associated with the project have been incorporated into
the project; and
WHEREAS, approval of the Circulation Element amendment will
provide for a balance between anticipated development and the capacity
of the Circulation System; and
WHEREAS, approval of the Circulation Element amendment will
insure consistency between that Element and the Land Use Element of
the General Plan.
NOW THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach that the Environmental Impact Report prepared
for General Plan Amendment 85 -1(B) is adequate and addresses all
potential significant effects of General Plan Amendment 86 -2(A).
BE IT FURTHER RESOLVED that the Statements of Facts,
Findings and Overriding Considerations set forth for General Plan
Amendment 85 -1(B) area also made for this project, and are hereby
incorporated into this resolution as if fully set forth.

BE IT FURTHER RESOLVED by the City Council of the City of
Newport Beach that an amendment to the Circulation Element and Master
Plan of Streets and Highways is approved as follows:
Circulation Element:
° Add an additional arterial highway designation to the
classifications, as follows-
Major-Modified: 8- lanes, divided
Master Plan of Streets and Highways:
° Reclassify the portion of MacArthur Boulevard between
Ford Road and State Route 73 as a "Major- Modified"
arterial; 8- lanes, divided.

with the Planning Department, City of Newport Beach, City Hall, 3300

ADOPTED THIS 14th day of July , 1986.
