A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE HARBOR
QUALITY COMMITTEE ( "HQC ")
• WHEREAS, Newport Bay is the major element establishing
the unique attractiveness of Newport Bay; and
WHEREAS, the City Council wishes to maintain the
recreational and scenic qualities of Newport Bay and assure that
the unique attractiveness of Newport Beach remains; and
WHEREAS, the City Council (teems it desirable to appoint
an Advisory Committee to the City Council to make recommendations
on any matter pertaining to the quality of Newport Bay.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that:
1. The Harbor Quality Committee is created, and the
membership, term and duties of the Committee shall be as follows:
A. Membership: The Committee shall consist of
seven (7) private citizens, and two (2) members of the City
Council. Each member of the City Council shall nominate one of
the private citizens, the nomination to be confirmed by the City
Council. The Mayor shall appoint the two (2) Council members to
serve on the Committee. The Marine Department shall provide
staff assistance, including the preparation of minutes, agendas
and reports.

B. Officers:
The Committee shall
have a chair
and vice - chair, each of whom
is to be appointed by
the Mayor.

C. Meeting Times: The Committee shall meet once
a month, or as determined by the Committee.
D. Term: The term of each private citizen member
of the Committee shall be from January Ist to December 31st,
provided, however, the term of those citizens first appointed to
the Committee shall continue from date of appointment through to
December 31, 1987. The term of each private citizen member of
the Committee may be renewed at the pleasure of the City Council
upon the recommendation of the appointing member.
E. Termination: This Committee shall have no
specific date of termination. In October, 1987, the City Council
shall review the activities of the Committee and determine if any
changes, including the adoption of a specific sunset clause,
should be made to the terms of this Resolution.
F. Duties /Purpose: The Committee shall act as
the advisor to the City Council and make recommendations to the
City Council on any matter pertaining to the quality of Newport
Bay. The Committee is specifically empowered to review, and make
recommendations on, proposed Council action that could affect
water quality, siltation, floating debris, pump -out stations and
similar matters.
The Committee is also empowered to submit
recommendations to the City Council on methods and ways of
,• educating the boating industry, the public, and impacted groups
or agencies to observe anti - pollution operations and preserve
water quality. The Committee will utilize information available
from other regulatory agencies, such as the Regional Water
Quality Control Board, the Orange County Health Department, the

Orange County Harbor Division, the U.S. Army Corps of Engineers,
the Marine Department of Newport Beach, and other regulatory or
testing agencies. The Committee should monitor and be made aware
of studies occurring in Newport Bay and shall coordinate with the
conducting agencies.
