RESOLUTION NO. 87-39
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
ESTABLISHING A CITY COUNCIL AD HOC COMMITTEE TO REVIEW
THE CANNERY VILLAGE /MC FADDEN SQUARE SPECIFIC PLAN
PUBLIC IMPROVEMENTS PRIOR TO CITY COUNCIL ACTION
TO FORM ASSESSMENT DISTRICTS TO FUND THE IMPROVEMENTS
WHEREAS, The City Council of the City of Newport
Beach has adopted the Cannery Village /McFadden Square
Specific Area Plan to resolve the problems of land use,
aesthetics, and circulation; and
WHEREAS, the City Council has retained the services
of Boyle Engineering to prepare the plans necessary to
implement the improvement projects with the highest priority,
and to perform the tasks required to form Assessment
Districts to fund the projects; and
WHEREAS, the Consultant has prepared conceptual
plans for the improvement of Cannery Village, McFadden
Square, and the Newport /Balboa Blvd. intersection; and
WHEREAS, the City Council. desires to have an Ad Hoc
City Council Committee review the conceptual plans and make a
recommendation to the City Council prior to the City Council
holding the public hearing on the establishment of the
Assessment Districts.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that an Ad Hoc Committee is
hereby established.
• BE IT FURTHER RESOLVED that the functions, duties,
and composition of the Committee shall be as follows:

5. Make a formal recommendation to the City
Council regarding the final plans.
6. Staff Support. Staff liaison and support
shall be provided by the Planning Department.
7. Term. The term of this Committee shall
automatically expire on December 31, 1987,
unless extended by action of the City Council.
The term of the Committee shall expire at an
earlier date if a final report and recommenda-
tion are received and acted upon by the City
Council at an earlier date.
ADOPTED this 23rd day of March , 1987.

The Committee shall be composed of two Council
members only. The Counci.lmember from District
1, in which the Specific Plan area is located,
and the Councilmember from the adjoining
District 2, shall be on the Ad Hoc Committee.

The Committee shall meet with the property
owners in the affected area to determine their
needs and the direction that they consider
appropriate.
3.
Assist staff and the consultant in the
preparation of the final designs for the area
by acting as a "sounding board" for the
various proposals.
4.
The Committee shall review the improvement
plans prior to the City Council holding the
required public hearing to form the assessment
district.
