A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING OFF - STREET
PARKING METER ZONES AND REGULATIONS FOR THE
OPERATION OF PARKING METERS AND RESCINDING
• RESOLUTION NO. 85 -49
WHEREAS, Title 12, Chapter 44 of the Newport Beach
Municipal Code establishes, among other things, on- street parking
meter zones and sets the fees for parking in such zones and
further provides that the City Council may, by resolution,
establish off- street parking meter zones and set the fees for
parking in said zones; and
WHEREAS, said Chapter further provides that the City
Council shall, by resolution, designate the number of coins to be
deposited into parking meters, the parking time allowed following
such deposit, the hours of the day, the days of the week, and the
weeks of the year during which deposits are required and the
meters will be in operation.
NOW, THEREFORE, the City Council of the City of Newport
Beach declares and resolves, as follows:
Section 1: Traffic and parking conditions require
that the following off - street parking meter zones designated in
Section 2 be established, and that parking meters be installed
and maintained in such zones except where the traffic engineer
determines that the presence of parking meters would interfere
with the flow of traffic on said land or the use thereof.
Section 2: The following off - street parking meter
zones are hereby established:
Zone 10:
The City -owned and leased land easterly of and
adjacent to Central Avenue between Via Oporto
and Newport Bay;
Zone 11:
The City -owned land known as McFadden Parking
Lot lying within McFadden Place between Balboa
Boulevard and Ocean Front;
Zone 12:
The City -owned land known as the Ocean Front
Parking Lot lying oceanward of Ocean Front
between McFadden Place and 24th Street;
Zone 13:
The City -owned land lying northeasterly of and
parallel to Balboa Boulevard between McFadden
Parking Lot and the first alley northwest of
22nd Street;
• Zone 14:
The City-owned
known as Bay
19th Street;
land along 19th Street Beach
Avenue between 18th Street and
Zone 15:
The parking spaces adjacent to the centerline

dividing strip on Balboa Boulevard between
21st Street and Alvarado Street;
Zone 16:
The City -owned land westerly of and parallel
to the westerly roadway of Newport Boulevard
between 30th Street and 28th Street;
Zone 17:
The City -owned parking Hot at the south-
easterly corner of East Bay Avenue and
Washington Street;
Zone 18:
The City -owned land southerly of and adjacent
to Ocean Front between Palm Street and Main
Street;
Zone 19:
The City -owned land northerly of and adjacent
to the alley north of Balboa Boulevard and
west of 15th Street:
Zone 20:
The City -owned land
Boulevard and easterly
Zone 21:
The City -owned land
adjacent to Seashore I
58th Street to west of
northerly of Balboa
of 18th Street;
northeasterly of and
'rive at 56th Street and
59th Street;
Zone 22:
The City -owned land between Newport Boulevard
and Balboa Boulevard from 26th Street to 23rd
Street;
Zone 23:
The City -owned land oceanward of Ocean Front
between "B" Street and Main Street commonly
known as the "A" and "B" Streets parking lots;
Zone 24:
The City -owned land northerly of Coast Highway
and easterly of Tustin Avenue abutting Ensign
View Park commonly known as Mariner's Mile
parking lot and access road!.
Section 3: Except when the operation of said meters
is suspended as hereinafter provided, parking meters in Zones 1,
2, 4, 6, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, and
24 shall be in operation and the deposit of coins required from
8:00 A.M. to 5:00 P.M. on all meters, daily with the following
special exceptions that meters in Zone 6 on the easterly side of
15th Street between Ocean Front and Newport Bay and meters in
Zone 15 on Balboa Boulevard between 14th Street and 15th Street
shall be in operation from 1:00 P.M. to 5:00 P.M. on Sundays.
Except when the operation of said meters is suspended as
hereinafter provided, parking meters in Zones 3, 5 and 10 shall
be in operation and the deposit of coins required from 8:00 A.M.
to 5:00 P.M. on all meters, daily with the following special
exceptions that all the meters in Zone 3, meters in Zones on Via
Lido between Via Oporto and Lafayette Street, on Via Oporto
between Via Lido and 32nd Street, on Via Malaga, and on 32nd
Street between Via Oporto and Lafayette Street and all meters in

Zone 10, shall be in operation from 1:00 P.M. to 5 :00 P.M. on
Sundays.

Subject to the limitations of this Resolution and the
Municipal Code, the traffic engineer shall decide the number,
location and time limit of parking meters as he determines will
best serve the traffic and parking requirements of the particular
area and zone.
Section 5: The fees for parking at parking meters in
the zones established by this Resolution when the parking meters
are in operation are hereby established at twenty -five cents (25)
per hour in Zones 10, 17, 19, 20, 21, 22 and 24; and fifty cents
(50) per hour in Zones 13, 14, 15, 16, 18 and 23; and seventy -
five cents (75) per hour in Zones 11 and 12.
Section 6: The City Council hereby determines that
the year- around operation of those parking meters described in
this section is not necessary for the regulation of traffic and
parking and such operation is hereby suspended and such meters
shall be inoperative each year for the periods hereinafter
described. Such meters shall be inoperative and the heads shall
be removed and stored or suitably marked and identified to
indicate they are not operative:
Zone 6. All meters on 15th Street between
Ocean Front and Newport Bay, and all meters on
18th Street between Balboa Boulevard and Bay
Avenue, and all meters on 19th Street between
Bay Avenue and Newport Bay, beginning October
15 and ending February 28.
Zones 14, 15, 19 and 20. All meters beginning
October 15 and ending February 28.
BE IT FURTHER RESOLVED that Resolution No. 85 -49 be and
hereby is rescinded.
ADOPTED this 27th day of April, 1987.

Section 4: Meters that
will measure parking time of
30 minutes, one hour, 2 hours, 6
placed at each parking space in all
hours or 10 hours shall be

The coins to be deposited

zones shall be nickels, dimes or
quarters
as required by each
meter.
