A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE CITY MANAGER
TO EXECUTE CERTAIN CONTRACTS ON BEHALF OF THE
CITY COUNCIL
WHEREAS, Section 421 of the City Charter provides that
the City Council may, by Resolution, authorize the City Manager
to bind the City, with or without written contract, for the
acquisition of equipment, materials, supplies, labor, services
and other items included within the budget approved by the City
Council, and may impose a monetary :limit upon such authority; and
WHEREAS, the City Council has determined that
authorizing the City Manager to approve the purchase of capital
outlay items within amounts specified by the budget and
authorizing the City Manager to enter into certain other
contracts within amounts specified in the budget, will aid in the
efficient administration of City business.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the City Manager is hereby
authorized to:
1. Approve the purchase of all capital outlay items
without the need for Council approval or authorization subject to
the following:
A. Capital outlay purchases will be procured
by item as shown by the budget, provided the contract does not
exceed the total budgeted amount for the item;
B. There is no significant deviation from the
approved type or description of the item.
BE IT FURTHER RESOLVED the City Manager is also
authorized to enter into contracts on behalf of the City for the
leasing, servicing or maintenance of equipment, provided the item
• has been included within an approved budget and the expenditure
for each such item shall not exceed the sum of $30,000.00.
BE IT FURTHER RESOLVED the City Manager is authorized to
retain consultants for professional services without prior

Council approval provided the fee does not exceed $30,000.00 and
funds are available.
BE IT FURTHER RESOLVED that the City Manager is
authorized to enter into contracts with public agencies or
private entities for law enforcement or other services provided
the contract price does not exceed $30,000.00.
BE IT FURTHER RESOLVED that the provisions of Council
Policy F -14 shall be amended to be consistent with the provisions
of this Resolution and that policy shall also be revised to
reflect that future changes in its provisions shall be made by
resolution of the City Council.
