A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING CALTRANS REMOVAL OF THE
THIRD EASTBOUND "MERGE" LANE ON PACIFIC COAST
HIGHWAY NEAR MARGUERITE.
WHEREAS, in 1987, a third eastbound lane was added on
Pacific Coast Highway between Larkspur Avenue and Marigold Avenue
in Corona del Mar; and
WHEREAS, the City Council has received a request from the
Corona del Mar Chamber of Commerce to delete the merged lane on
Pacific Coast Highway between Larkspur and Marigold; and
WHEREAS, the merge lane on Pacific Coast Highway between
Larkspur and Marigold was identified as a mitigation measure in
the traffic study prepared for the senior citizen's housing
project located just easterly of Oasis, but the peak hour traffic
increase was minimal (1.1528 to 1.1540) and deletion of the third
lane would not change the intersection's level of service; and
WHEREAS, this "merge" lane has not proven as successful as
others in increasing the number of vehicles passing through the
intersection during peak hour traffic; and
WHEREAS, the City Council finds that the merge lane on
Pacific Coast Highway near Marguerite is not significantly
reducing traffic congestion; and
WHEREAS, the merge lane on Pacific Coast Highway between
Larkspur and Marigold is different from other merge lanes in terms
of the number of activities a driver using the lane must consider,
the relatively short distance provided for entering and exiting
the merged lane, and the close spacing of cars during peak hour
traffic which means it is more difficult for cars using the third
lane to merge.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby formally requests the State
Department of Transportation to delete the third eastbound through
lane on Pacific Coast Highway between Larkspur and Marigold in
Corona del Mar; and
BE IT FURTHER RESOLVED that the Public Works Director is
hereby directed to forward a copy of this Resolution to
appropriate CalTrans personnel.
