A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH IMPLEMENTING CERTAIN SALARIES AND
BENEFITS AND OTHER TERMS AND CONDITIONS OF
EMPLOYMENT FOR THE NEWPORT BEACH PROFESSIONAL &
TECHNICAL EMPLOYEES ASSOCIATION.
WHEREAS, the City Council of the City of Newport Beach, by
and through its designated representatives, has met and conferred
with the designated representatives of the Newport Beach
Professional & Technical Employees Association (NBPTEA) concerning
salaries, benefits and other terms and conditions of employment
for fiscal year 1988 -89; and
WHEREAS, while the City Council has met and conferred in
good faith, the parties have failed to reach agreement with
respect to the appropriate salaries, benefits and other terms and
conditions of employment for fiscal year 1988 -89; and
WHEREAS,
NBTEA has
rejected
the City's
last, best and
final offer and
the parties
are now at
impasse;
and
WHEREAS, the City Council desires to implement its last,
best and final offer to establish a salary, benefits and other
terms and conditions of employment for NBPTEA during the 1988 -89
fiscal year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby finds and determines that the
salary, benefits and other terms and conditions described in
Exhibit "A" to this Resolution represent the City's last, best
and final offer to NBPTEA for fiscal year 1988 -89; and
BE IT FURTHER RESOLVED by the City Council of the City of
Newport Beach that the salaries, benefits, and terms and
conditions of employment for members of NBPTEA for fiscal year
1988 -89 shall be as follows:
1. Continuation of Council Policy J -1;
2. Total compensation increase of 0.62% for the period
• from July 2, 1988 to June 30, 1989;
3. For the purpose of calculating overtime, holidays
occurring during the regular work week will count as time worked.
Floating holidays (employee birthday and Columbus Day) are
excluded from this provision;
4. Acting positions will be compensated after
appropriate time served at an increase of 7.5 %. For employees at
"E" step in their range, the acting position will be compensated
at the higher of either 7.50 or 'the "A" step of the acting
position;
5. During an employee's initial service in a position,
the department director may, on a one time basis, grant a two step
increase for an employee whose performance is exceptional;
6. Health coverage costs for new employees in the
indemnity plan will be as follows:
Employee, plus 2, first year, $120.00; second
year, $80.00; third year, $40.00.
Employee, plus 1, first year, $60.00; second year,
$40.00; third year, $20.00.
New employees enrolled in HMO's will be charged:
Employee, plus 2, first year, $60.00; second year,
$40.00; third year, $20.00.
Employee, plus 1, first year, $30.00; second year,
• $20.00; third year, $10.00;
8. City will explore methods for the stabilization of
the premium paid by retirees in the City plan for health
insurance;
9. City agrees to meet with representatives of the
employee groups and a spokeman for the nonrepresented to discuss
and attempt to formulate a proposal for a consistent leave policy
for the City; and
10. Librarians will be removed as a benchmark for
determining J -1 policy for fiscal year 1989 -90.
