A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH ESTABLISHING A
MUNICIPAL EMPLOYEE CLASSIFICATION AND
COMPENSATION PLAN FOR FISCAL YEAR 1988-
1989.
WHEREAS, Section 2.28.010 of the Newport Beach Municipal Code
• provides that, upon recommendation of the City Manager, the City
Council shall establish, by resolution, the classification of
positions in City employment, and a salary range or rate for each
class or position; and
WHEREAS, the City Manager has recommended the adoption of a
Municipal Employee Classification and Compensation Plan for 1988-
1989 as a compilation of special provisions regarding compensation
and City Council approved salaries, a copy of which is attached
hereto as Exhibit "A ", and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED that the Municipal Employee
Classification and Compensation Plan, Exhibit "A" herein, which
includes special provisions regarding compensation and an
alphabetical list of classes salary range and number of budgeted
positions be and hereby is adopted as the Classification and
Compensation Plan for employees of the City of Newport Beach.
ADOPTED this 23rd day of January 1989.

SPECIAL PROVISIONS REGARDING COMPENSATION
FISCAL YEAR 1988 -89
I. SHIFT DIFFERENTIAL
• League Employees Except Mechanics
Employees assigned to regular full -time work shifts at night shall receive
$.425 per hour night differential pay alter 5:00 P.M.
Mechanics
Equipment Mechanics assigned to regular full -time shifts at night shall
receive $.50 per hour night differential pay after 5:00 P.M.
City Employees Association
Clerical employees, including Library employees, assigned to a regularly
scheduled work shift of which four or more hours are worked between
the hours of 5:00 P.M. and 8:00 A.M shall receive $.600 per hour night
shift differential pay.
Non -Sworn Police Employees
Police Non -Sworn Employees assigned to regular full -time shifts at night
shall receive $.475 per hour night differential pay.
Professional /Technical Employ
Professional/Technical employees assigned to regular full -time shifts at
night shall receive $.425 per hour night shift differential pay.
ii. CALL -BACK PAY
League Employees
Employees working between the hours of 9:00 p.m. and 5:00 a.m.
shall receive an additional $35 per hour. Said $35 per hour
shall be added to the employee's normal overtime pay.

ASSIGNMENT PAY
League Employees:
One -Man Packer Refuse Crewworker and Refuse Leadworker
15% assigned to a one -man packer and a standard
40- hourwork week shall receive an
additional 15% compensation.
Spray Crew Any Groundsworker assigned to the Spray
2.5% Crew shall receive an additional 2.5% compen-
sation.
Firefighters' Association
Fire Prevention Fire personnel assigned to a 40 -hour work week
7.5% in Fire Prevention for more than 30 consecutive
days shall receive an additional 7.5% compensa-
tion.
Fire Battalion Fire Department personnel assigned as Fire
Chief Aide Battalion Chief Aides for more than 30 consecu-
5.0% tive days shall receive an additional 5.0% com-
pensation.
Tillerman Firefighters assigned as Tillerman shall receive
5.0% a 5.0% bonus (eff: 7/1/81).
Administrative The Fire Battalion Chiefs assigned to a 40 -hour
Battalion Chief work week for more than 30 consecutive days
12.5% shall receive an additional 12.5% compensation.
Paramedic Any Fire Department personnel assigned as
Coordinator Paramedic Coordinator for more than 30 con -
7.5% secutive days shall receive an additional
7.5% compensation.
Administrative Any Fire Captain assigned to a 40 -hour work
Captain week for more than 30 consecutive days
7.5% shall receive an additional 7.5% compensation.

10.0% for more than 30 consecutive days shall
receive an additional 10.0% compensation.

$2.70/hr.
The Police Officer assigned as Helicopter
Maintenance & Training Coordinator for
more than 30 consecutive days shall
receive an additional 12.5% compensation.
Police employees assigned to work as
ammunition reloaders during off -duty hours
shall receive $2.70 hourly compensation.
N. SPECIAL DEPARTMENTAL PAYS
BUILDING DEPARTMENT
Special Overtime:
A. Inspection:
If someone wants after hours or weekend inspection
they pay $50.00 (2 hour min.) and obtain written request
and approval. Chief Inspector assigns the inspector who is
compensated time and one -half (OT) his salary.
B. Plan Check
If someone wants to have plans checked without waiting
in line for 3 - 4 weeks, and it is a small project and
considered justified, the Chief Plan Check Engineer
assigns a Plan Check Engineer the work to be done at
home after estimating time of plan check and person has
paid for it. (This is in additional to regular plan check fees)
Pay is @ $25.00 per hour and Engineers are compensated
straight time at their salary range.

LIBRARY
Sunday hours (2/1/87):
a. Full -time staff, exempt and non - exempt, time and one -half.
The 5.33 hours worked on Sunday are recorded in the payroll
• as 8 hours.
b. Part -time, regularly scheduled employees. This includes
Librarians (exempt), and Clerical staff (non- exempt).
Receive an increment of $1.00 per hour.
C. On -call, non - regularly scheduled employees, including
pages, receive straight time.
MARINE DEPARTMENT
DIVE PAYBASIC ............$ 75.00 /month
DIVE PAY/PREMIUM ..... $300.00 /yearly
BOAT PAY/BASIC .............. $ 50.00 /monthly
BOAT PAY/PREMIUM ..... $ 75.00 /monthly
MARINA SAFETY OFFICER
SUPERVISOR PAY .................up to six months @ +5%
POLICE DEPARTMENT
Employees on a 85 -hour shift get a half -day (4 hrs) off a month.
UTILITY DEPARTMENT
BONUS PAY FOR STATE WATER CERTIFICATION:
GRADE IV ........... 1,200.00
GRADE III ........... $150.00
• GRADE II .............$100.00
GRADE I ................$ 50.00.
AND IN BACKFLOW ........ 100.00
These are paid in lump sum annually.
V. SPECIAL PAY FOR ENGINEERS:
Engineers who are registered in the State of California and who are
not required to be registered according to their job classification. are
paid an additional 5 %.

VI. SPECIAL OFF -DUTY COMPENSATION
All City Employees:
City Representatives: All City employees assigned as representa-
tives of the City to work for private employers
shall receive special overtime compensation
at their regularly assigned salary rate. The
private employers will be billed by the City
for the amount of -this compensation, plus
overhead, as follows:

VII. MILEAGE REDABURSEMENT
All employees during non- working
hours.
Miscellaneous employees during

Public Safety employees (Police and
Fire) during normal working hours.
$.24 per mile All employees required to use their private vehicles
for City business shall be reimbursed at the rate of
$ .24 per mile. POST reimbursable mileage is at the
rate of $.26 per mile (5/17/85).
