A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING THE AD HOC TRANSPORTATION
MANAGEMENT /AIR QUALITY MANAGEMENT PLAN COORDINATION
COMMITTEE
WHEREAS, the Air Quality Management District and the
• California Air Resources Board and the Southern California
Association of Governments have adopted measures and are con-
sidering future measures for the improvement of air quality in
the Southern California area; and
WHEREAS, local governments are required to implement
some control measures for achieving cleaner air and better
transportation facilities.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby establish the Ad Hoc
Transportation Management /Air Quality Management Plan Co-
ordination Committee.
BE IT FURTHER RESOLVED that the Council Ad Hoc Committee
should have the following responsibilities and characteristics:
1. The Committee shall consist of three Council
members appointed by the Mayor.
2. The name of the Committee shall be the Ad Hoc
Transportation Management /Air Quality Management Plan Coordina-
tion Committee.
3. The term of the Committee shall commence immediately
and be in effect until July of.1990 or until the task is
completed to establish a City -wide coordinating committee
for transportation and air quality control.
4. The duties and responsibilities of the Committee
shall be to (1) act as liaison with the Transportation Management
Agencies being created within the City; (2) promote the establish-
ment of a Transportation Management Agency on the West side of
Newport Bay including the Peninsula; (3) propose local measures
and means for the City to promote cleaner air measures including
reduced emission from mobile sources and focusing on alternatives
to current transportation strategies; (4) promote plans for ride
sharing, car pooling, flexible work schedules, parking management
and similar programs for,City consideration; (5) in general,
entertain and promote efforts to obtain cleaner air standards.
5. The Committee shall meet as requested by the
Committee members.

AIR QUALITY MANAGEMENT PLAN
(RECOMMENDATIONS)
1. Maintain Council subcommittee consisting of three Council Members to continue
reviewing transportation, air quality, and transportation management associations
throughout the entire City and periodically report back to City Council.
2. Provide an effective process by which the City can work to comply with the Air
• Quality Management Plan and to improve the Quality of Life in the City and
region. Generally the the process would involve:
A. Limit commuter traffic by establishing appropriate agencies; a Transporta-
tion Management Association or less formal ride - sharing association;
B. Analyze need for internal transportation system (other than OCTD) and
establish appropriate management, funding, promotion, or to promote and
enhance use of OCTD in lieu of above;
C. Prepare an Air Quality Element for the City's General Plan; and
D. Utilize other committees and groups already established within the City to
help establish procedures and promote success of plans.
3. Take the lead in the formation of a " Westbay Transportation Management Associa-
tion" to promote transportation management and provide ride - sharing services for
businesses not included in either the Newport Center TMA or the Irvine /Airport
Area TMA. The Wesbay TMA would be the City's first priority for the next three
to four months.
A. Identify businesses which must comply with AQMP mandates (100 + employees)
for cuts in commuter traffic. (Rich has list)
B. Notify all businesses in area to identify others desirous of participation.
(25 + employees specifically)
C. Hold meeting to explain proposal of TMA or ride - sharing association.
1) Share AQMP information.
2) Explain proposed association activities and benefits.
3) Discussion and questions.
4) General consensus; ideas; participation.
4. Consider formation of a "Transportation Management Planning Committee" to serve
as an umbrella organization for transportation management in Newport Beach.
After the development of the Westbay TMA, the City would consider the potential
need for this committee. The function of the Committee would be to:
A. Bring together representatives from the Airport Area TMA, the Newport Center
TMA, and the Westside TMA to share ideas.
B. Discuss all transit possibilities.
1) Identify areas where this would be useful.
2) Identify costs and sources of funding.
3) Identify responsibilities.
5. Establish time line for preparation of Air Quality Element.
6. Make progress toward solutions during plan preparation by moving forward in
certain areas, i.e.:
1. Recycling to be studied and proposals generated by EQAC /General Services.
2. Close cooperation with AWMD and SCAG as implementation procedures develop.
NOTES:
• 1. The Irvine Transportation Authority seems to be a very comprehensive team and,
rather than trying to emulate it, we should try to monitor its activities and
cooperate when appropriate.
2. If the City is responsible for and /or a Board and dues paying member of the so-
called Westbay TMA, then the City should simply have a liaison with the Newport
Center TMA, not a Board member. Cooperation and coordination would come about,
when appropriate, through the liaison or through activities of the "Transporta-
tion Management Planning Committee."
