RESOLUTION NO. 91 -96
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING THE PAYMENT OF 25%
OF THE HEALTH INSURANCE PREMIUM FOR THE CITY
CLERK, CITY ATTORNEY AND CITY MANAGER UPON
RETIREMENT AFTER TWENTY YEARS OF SERVICE WITH
THE CITY IN THEIR POSITIONS.
WHEREAS, for many years, long term employees retiring from
City service experienced great difficulty in obtaining, and then
paying for, quality health insurance; and
WHEREAS, since July 1991, the City has established a program
for funding health insurance premiums for long term employees who
retire from City service, with the City paying 50% of the premium,
current employees paying 25% of the premium and the retiree paying
25% of the premium; and
WHEREAS, the City Council wishes to formalize the program for
funding retirees' health insurance premiums subject, however, to
the City's ability to fund its share of health insurance premiums,
the continued willingness of current employees to fund a portion of
the premiums, and, the commitment of the retiree to pay his or her
portion of the premium; and
WHEREAS, the City Clerk, City Manager and City Attorney of
Newport Beach serve at the pleasure of the City Council without the
protection afforded by the Civil Service System; and
WHEREAS, the City Council finds that payment of the retirees'
share of the premium for the City Clerk, City Manager and City
Attorney upon condition that the Manager, Clerk, or Attorney has
been continuously employed by the City for twenty (20) years or
• more, will serve as an inducement to remain in City service without
Civil Service protection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Newport Beach as follows:

Section 1. The City Council of the City of Newport Beach
hereby commits to pay 50% of the health insurance premium for
retirees provided it has the financial ability to do so, current
employees remain committed to pay 25% of the premium and the
retiree commits to paying 25% of the premium.

Section 2. The City Council of the City of Newport Beach
hereby commits to the payment of the retirees' share of any health
insurance premium for the City Manager, City Clerk and City
Attorney, provided the conditions specified in Section 1. are
satisfied and, in addition, the retiree serving in that capacity
has been continuously employed with the City of Newport Beach for
twenty (20) years or more as of the date of retirement.
