HomeMy WebLinkAbout93-5 - 1993 Legislative Advocacy AgendaRESOLUTION NO. 93- 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING A LEGISLATIVE ADVOCACY AGENDA FOR 1993. WHEREAS, the City Council historically has promoted various legislative actions important to the goals and functions of the City; and •WHEREAS, such support typically requires a separate City Council action to approve individual items related to legislation; and WHEREAS, such individual approvals may delay important actions necessary to expedite the passage or defeat of legislative actions; and WHEREAS, the City Council desires to efficiently and expeditiously pursue a legislative agenda critical to the goals and functions of the City NOW, THEREFORE BE IT RESOLVED by the City Council that the Mayor, individual Council Members and the City Manager are authorized to make statements, write letters and approve expenditures necessary to support the following legislative actions during calendar year 1993: 1. A federal or state appropriation to dispense with the City's liability stemming from the Aerospace decision. 2. An amendment to California state law consistent with Colorado state law to enable the collection of sales tax on items used to support overhead expenditures by federal contractors. 3. California state budget actions which preserve and enhance the distribution of property taxes, sales taxes and other revenues to local governments. 4. State legislation to reform the Worker's Compensation System to increase its equity and reduce its cost to government and business. 5. State legislation to provide a cap on the amount the County may charge cities for jail booking fees. 6. Legislation to eliminate or mitigate costs to the City stemming from implementation of state and federal mandated programs. 7. Federal legislation and executive actions promoting the ability of local airport operators to impose aircraft noise controls and to preserve, amend or extend the JWA Settlement Agreement. 8. Federal legislation and executive actions limiting oil exploration and drilling off the coast of Orange County. 9. State legislation reforming tort liability laws to limit the City's financial exposure. ADOPTED this 8th date of February 1993. • ATTEST: AYOR At CITY CLERK?
