HomeMy WebLinkAbout94-56 - Temporary Parking Restrictions - Seashore Drive• RESOLUTION NO. 94 -56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING TEMPORARY PARKING RESTRICTIONS FOR THE TWO CITY -OWNED LOTS ON SEASHORE DRIVE, THE LOT AT THE CORNER OF SUPERIOR AND PACIFIC COAST HIGHWAY AND THE CITY HALL PARKING LOT AND THE WEST OCEANFRONT LOT. WHEREAS, the City of Newport Beach owns two parking lots at the west end of Seashore Drive, a parking lot on the northeast corner of Superior and Pacific Coast Highway, the City Hall parking lot and the West oceanfront parking lot ( "the parking lots ,,); and WHEREAS, the City Manager has certain authority relative to City -owned parking lots, the City Council has the ultimate authority and responsibility to determine the manner of use and operation of all City property; and WHEREAS, the City Council has determined that, due to anticipated crowds and congestion, the parking lots should be subject to special restrictions beginning on or after 8:00 a.m. July 4, 1994 and that the City Manager should be given the legal authority to determine if those special restrictions should continue through and including 2:00 a.m. July 5, 1994; and WHEREAS, the special restrictions on the parking lots would preserve public access to the beach by visitors who wish to enjoy the beach on the 4th of July Holiday; and WHEREAS, the parking lots may be used as staging areas by Police or Fire Personnel in the event of emergency. •NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: 1 1. On July 4, 1994, the rates for parking in the parking lots shall be as specified on signs posted at the entrance and the heads of all parking meters shall be bagged to avoid confusion; 2. The parking lots shall be closed to incoming vehicles from • 2:00 p.m. on July 4, 1994 to 2:00 a.m. on July 5, 1994; 3. The West Oceanfront parking lot or any portion thereof may be closed for parking and /or vehicular access on July 4, 1994 upon a determination by the City Manager or Police Chief, or their respective designees that closure is necessary to protect the public safety or welfare. 4. The City Manager is authorized to continue the provisions of this Resolution in full force and effect on July 5, 1994 in the event he or she determines it is appropriate in light of events occurring on July 4, 1994; 5. This Resolution shall, by its terms, expire on July 6, 1994 and shall thereafter be of no force and effect. ADOPTED, this 27th day of June , 1994. ATTEST: gins \resolut \4lotcls.res 11 2 MAYOR
