A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH IN SUPPORT OF THE "COMMITTEE FOR 21,000 NEW JOBS"
EFFORTS TO PASS THE "ORANGE COUNTY /EL TORO ECONOMIC
STIMULUS INITIATIVE" ON THE NOVEMBER 1994 BALLOT.
WHEREAS, the United States government has decided to close the Marine
Corps Air Station at El Toro (MCAS /EI Toro); and
isWHEREAS, MCAS /EI Toro is currently a fully operational Marine Corps
master jet aircraft facility, with twin 10,000 foot and 8,000 foot runways, 75 acres of
aircraft parking pavement, and over 2.8 million square yards of concrete; and
WHEREAS, MCAS /EI Toro's runways must remain operational to provide
emergency airlift capabilities in the event of world conflict or natural disaster; and
WHEREAS, Orange County's future economic well -being would be greatly
enhanced by the addition of either an international or air - freight airport facility
within the County; and
WHEREAS, the Southern California Association of Governments has
determined that MCAS /EI Toro can accommodate over 4 million passengers per
year without impacting the viability of John Wayne Airport; and
WHEREAS, John Wayne Airport is constrained from expansion of
operations both legally and physically, and can not meet the future air passenger
and air freight needs of Orange County; and
WHEREAS, MCAS /EI Toro is the only identified, reasonable site for
location of an additional airport in Orange County; and
WHEREAS, Orange County businesses generate 30% of all air cargo in
the L.A. Basin, representing 480,000 tons annually; and
WHEREAS, Orange County residents and businesses must pay elevated
rates for air - freight delivery due to the lack of air - freight capacity in Orange County;
and
WHEREAS, conversion of the MCAS /EI Toro to commercial airport uses
could generate over 21,000 new jobs and increase business revenues by over
$1.7 billion in Orange County; and
WHEREAS, the MCAS /EI Toro is a regional asset whose use should be
determined by a regionally representative decision process;
NOW THEREFORE, BE IT RESOLVED that Newport Beach supports
the efforts of the "Committee for 21,000 New Jobs," through the initiative process, to
allow the voters of Orange County to decide whether or not a portion of the
MCAS /EI Toro should be reserved exclusively for commercial airport uses.
THE FOREGOING RESOLUTION is approved and adopted by the City
of Newport Beach this 12th day of September 1994.
