A RESOLUTION 0." T?I CITY COUNCIL OF THE CITY OF NEWPORT BEACH
APPROVING TI-TI; 1995 -99 CONSOLIDATED P' AAN DOCUMENT (CPD),
AUTHORIZING THE CITY MANAGER TO SUBMIT THE CPD WITH THE ONE YEAR
ACTION PLAN AND BUDGET FOR FISCAL YEAR 1995 -1996 COMMUNITY
DEVELOPPNT BLOCK GRANT ENTITLEMENT FUNDS
• TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND
REALLOCATING PREVIOUS YEARS FUNDS
WHEREAS, the City of Newport Beach is making a good faith effort to
implement the policies and programs contained in the City's Housing Element of the General Plan;
and
WHEREAS, it is the City's desire to benefit extremely low, low, and moderate
income households; and
WHEREAS, the City of Newport Beach is making a good faith effort to
implement the requirements of the Americans with Disabilities Act; and
WHEREAS, the City of Newport Beach is eligible to receive $534,000 in 1995 -96
Community Development Block Grant (CDBG) entitlement funds which can be used for housing,
social services, public facilities, removal of architectural barriers and administration; and
WHEREAS, Congress is debating the future of entitlement funds and discussing a
possible decrease in CDBG funds in the amount of 8 %; and
WHEREAS, the City published a notice that announced the availability of CDBG
funds and requested proposals for programs and projects; and
WHEREAS, the City published a notice of public hearing requesting comments on
the development of the CPD and held the public hearing; and
• WHEREAS, the City also published a notice of public hearing concerning the
approval of the Proposed CPD including the One Year Action Plan, made all CPD documents
available to the public and held the public hearing; and
WHEREAS, the Proposed CPD was thoroughly reviewed; and

WHEREAS, in developing the Proposed CPD the City considered all public
comments or views which were received either in writing or verbally.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach that the 1995 -99 CPD including the One Year Action Plan and the 1995 -1996
• Community Development Block Grant budget and Application are hereby approved; and
reallocation of previous years housing funds from fiscal years 1989, 1991, 1992, 1993, 1994 to
fund the removal of architectural barriers is also approved.
BE IT FURTHER RESOLVED that both the proposed full budget and reduced
budget are approved in the event an 8% reduction in CDBG funds is approved by Congress and
staff is directed to implement the reduced budget and is further directed to implement the full
budget if the CDBG entitlement cut does not occur.
BE IT FURTHER RESOLVED that the City Manager is hereby identified as the
official representative of the City of Newport Beach to submit the Final CPD including the One
Year Action Plan and application for CDBG funds, all understandings and assurances contained
therein, and such additional information as may be required.
BE IT FURTHER RESOLVED that the City Manager or his designee is hereby
identified as the official representative of the City of Newport Beach to sign all appropriate
subagent agreements for the use of funds approved in the CPD.
