Item No. 5: Community Development Director's Report
I find the new "Planning Commission Tentative Meeting Agenda" handout, which was first
distributed at the last Commission meeting and is being distributed again tonight, quite helpful.
I would, however, like to make the following comments:
1. On January 28, the City Council, with the Planning Division's encouragement, initiated a
request to amend General Plan Land Use Element Policy LU 6.5.6 (regarding Banning
Ranch), which the case log (PA2014 -009) indicates was expected to come to the
Commission for its review tonight (March 6, 2014), and to the City Council on March 25.
Since this item is neither on the present agenda nor on the tentative list of future agenda
items, I know there are members of the public who are curious what became of this item,
and the Commissioners may share that curiosity. The City Council likewise initiated a
Coastal Policy amendment to deal with encroachments on Ocean Front (PA2013 -057)
more than a year ago, and it, too (probably along with a number of others), seems
missing from the tentative list.
2. Given the large amount of the previous meeting's minutes devoted to the Memory Care
Unit at 1000 Halyard (PA2013 -195), I was surprised to see the parking problem at
Crystal Cove Nursing Facility (whose land, as I understand it, is under the same
ownership) appearing as an item scheduled for the March 20 meeting. Since the listing
is not in italics, I take it this not a new application, and the case log (PA2013 -238) also
suggests the need for a CUP to solve the problem was known at the time of the
February 6 hearing. Although I do not recall this being mentioned on February 6, 1 have
the impression the parking problem was created by the approval of the new use at 1000
Halyard, and I believe the Commission may have made a better decision about the
,.crash gate," access and interrelation of the properties if it had known that there was a
separate related application.
3. With regard to the The Stagg Bar & Grill use permit application, also scheduled for the
March 20 agenda, the case log for PA2013 -153 mentions only an incomplete status as
on November, 2013, and does not indicate the matter is scheduled for a hearing before
the Commission. As a result, those relying on the "Filter Case Log by... Planning
Commission Meetings" feature of the case log obtain different information from those
relying on the new "Planning Commission Tentative Meeting Agenda" posted under thi:
agenda item. It would seem good for the two to be made consistent with each other.
