MINUTES 10 -16 -06
Draft minutes of the Environmental Quality Affairs Committee held at the City of Newport Beach
Police Department Auditorium, 870 Santa Barbara Drive, on Monday, October 16, 2006.

Chairperson Ken Drellishak called the meeting to order at 7:10 p.m. He welcomed new members
Bruce Asper and Kimberly Jameson.
1. Presentation on City water quality projects —
Robert Stein, Principal Engineer with the City, presented information on current water
quality improvement projects being done by the City, including Buck Gully and Little Corona. A
question and answer session followed. Chairperson Drellishak noted that the Committee should
pay more attention to the water quality impacts of development projects when reviewing EIRs, and
ensure that they have appropriate mitigations.

Sandra Haskell moved to approve the minutes as written. Marianne Zippi seconded the
motion.
Motion passed unanimously
3. Economic Development Committee Report—
Chairperson Drellishak reported that the EDC is working on a strategic plan. He noted that
Lloyd Ikerd, the EDC representative to EQAC, had resigned from EQAC. Sharon Wood
added that the EDC is undecided on filling that position again, because the EQAC
Chairperson is automatically a member of EDC and provides communication between the
two groups.
4. Report from Membership Committee —
No report.
5. Report from Staff on Current Projects —
Sharon Wood reported on the following:
• An EIR is being prepared for a project to renovate and add to the Hyatt Regency
Newport Hotel.
• The Planning Commission approved the expansion of Our Lady Queen of Angels
Church and school, and it has been appealed to the City Council.
• Newport Beach Healthcare Center and will be heard by the Planning Commission in
November.
Application for a Lamborghini dealership in Mariners' Mile has been submitted, but is
incomplete
City Council decided to file a lawsuit against the City of Irvine for inadequate
environmental review of residential projects in the Irvine Business Complex.
