Chairperson Ken Drellishak called the meeting to order at 7:05 p.m.
1. Minutes of December 17, 2007
Ray Halowski moved to approve the minutes of December 17, 2007, with corrections: Dolores
Otting and Matt Wiley were present. Dolores Otting seconded the motion.

2. Presentation by Robyn Vettraino, LEED Accredited Professional
Ray Halowski introduced Ms. Vettraino, who provided a presentation on Leadership in Energy and
Environmental Design (LEED), its benefits, scoring for certification, the number of certified buildings
in the country, and information on the US Green Building Council (USGBC). She responded to
questions from Committee members.
3. Presentation on Styrofoam Ban and Ordinance by Newport Harbor High School Surf
and Environment Class
Stephanie Barger and students reported on research on Styrofoam, alternatives, cost comparisons,
and health issues. They responded to questions from Committee members. Ray Halowski moved,
and Tim Stoaks seconded, to recommend to the City Council that Newport Beach ban Styrofoam
and polystyrene for food service. After discussion, consensus of the Committee was to continue the
discussion to the meeting of February 25, 2008.
5. Coastal /Bay Water Quality Committee Representative's Report
Nancy Gardner reported that a subcommittee is working on a Water Quality Management Plan, and
a study of the history of Upper Newport Bay is being prepared.
6. Report from Staff on Current Projects
Sharon Wood reported that the Hyatt Hotel Draft EIR is expected at the end of January.
7. Public Comments
Ray Halowski announced a Surfrider meeting at 7:00 p.m. on January 16.

Minutes of November 19, 2007
Ray Halowski moved to approve the minutes of November 19, 2007, with one correction:
Barry Allen was present. Susan Knox seconded the motion.

2. Presentation on Styrofoam Ban and Ordinance by Newport Harbor High School Surf and
Environment Class
Stephanie Barger introduced the class, who spoke about the "Human Broom" beach clean-

up project and a proposed polystyrene ban. Committee members posed questions and
made suggestions to the class for providing more detailed information in a presentation to
the City Council.
3. Report from Energy Subcommittee
Laura Dietz reported that there was no meeting in December, and reviewed the
recommendation to focus on education from the November meeting. There was discussion
on how the subcommittee's work is consistent with the City Council Resolution establishing
EQAC.
4. Economic Development Committee (EDC) Representative's Report
Chair Drellishak reported that EDC received a presentation from Mayor Rosansky and
Mayor Pro Tern Selich on the North Newport Center project and Development Agreement.
5. Coastal /Bay Water Quality Committee Representative's Report
Nancy Gardner that the Committee received reports on protecting the Little Corona tide
pools from damage by the public, and tiered water rates.
6. Report from Staff on Current Projects
Sharon Wood reported on the Hyatt Hotel and Bel Mare projects.
7. Public Comments
Robert Hawkins advised the Committee to look for analysis of impacts in Draft EIRs, even
when mitigation measures have been identified in the Initial Study.
