Draft minutes of the Environmental Quality Affairs Committee held at the City of Newport
Beach Police Department Auditorium, 870 Santa Barbara Drive, on Monday, November 16,
2009.

Chairperson Drellishak called the meeting to order at 7:08 p.m.
1. Minutes of October 19, 2009
Barbara Thibault moved and Joan Penfil seconded to approve the minutes of October 19,
2009.
Motion passed unanimously
2. Report from subcommittee on Draft EIR for Sunset Ridge Park (4850 West
Coast Highway, corner of Superior Avenue)
The Committee reviewed and discussed amendments to the draft comments. Chairperson
Drellishak asked for public comments on the DEIR. Ginny Lombardy commented on traffic
and air quality. Sharon Wood reminded the public that only written comments submitted by
December 11, 2009 will receive written responses in the Final EIR. Arlene Greer moved and
Laura Curran seconded that the comments be approved as amended.
Motion passed unanimously
3. Recommendation to City Council regarding appointment to Environmental
Expertise position
Chairperson Drellishak asked Debbie Stevens to speak about her background, and she
provided an overview of her experience in preparing environmental documents. Michael
Smith moved and Arlene Greer seconded that EQAC recommend Ms. Stevens' appointment
to the City Council.
Motion passed unanimously
4. Task Force on Green Development Representative's Report
Council Member Gardner reported that a white paper with recommendations was discussed
by the City Council in study session agenda on November 10, and was well received.
5. Coastal /Bay Water Quality Committee Representative's Report
No report
6. Economic Development Committee Representative's Report
No report
7. Report from Staff on Current Projects
Sharon Wood reported that the Draft EIR on Marina Park is expected to be released for
public review at the end of November.
8. Public Comments
Chairperson Drellishak acknowledged the contributions of the late Dr. Jan Vandersloot to the
environment.
