Meeting Action Minutes
NEIGHBORHOOD REVITALIZATION COMMITTEE
Location: Council Chambers
Thursday, July 14, 4:00 p.m.
1. Welcome and Introduction
Mayor Henn convened the meeting at 4:00 pm. The following persons were in
attendance:

2. Approval of Minutes for May 12, 2011
Mayor Henn noted the letter received from Bob Hawkins and another recommendation
for change from Bob Hawkins for the minutes of May 12, 2011. On agenda item 2,
Council Member Hill said he had not yet contacted the Fair Political Practices
Commission regarding a potential conflict of interest, but he is planning to do so. Mr.
Hawkins also stated that the meeting started without a quorum. The corrected minutes
will return at the next meeting.
3. Approval of Minutes for June 16, 2011
Council Member Hill moved to approve the minutes of June 16, 2011, and Council
Member Selich seconded, and the minutes were approved unanimously.
Public Comment
Neptune Avenue was brought up and Bob Rush asked how to get this project to be
considered for revitalization. Mayor Henn stated that this project was one of many more
that are not addressed in this ad hoc committee, but will be considered for possible
future projects.

4. Appointment of Citizen Advisory Panels
Mayor Henn announced the CAP members appointed by him and council members
Selich and Hill. He also announced the council liaison to each CAP committee:
1. Via Lido Marina Village /City Hall site — Roberta Buchanan, Bill Dunlap, Hugh Helm,
Craig Batley, Richard Luehrs, George Schroeder

2. Balboa Village site — Terri Pasquale, Ralph Rodheim, Craig Smith, Jim Stratton,
Mark Hoover

Mayor Henn noted that these CAP meetings will be organized under the Brown act and
noted that they are advisory panels to the council only. In answer to questions whether
money was available for these CAP meetings, Mayor Henn noted that the council had
earmarked $500,000 for spending on revitalization projects, subject to approval by city
council. Council Member Hill noted that private money has been donated for several of
these projects, i.e., the Corona del Mar Business Improvement District is contributing
$80,000 for the design cost. The stakeholders for the City Hall project are willing to fund
a large portion of the design guidelines cost of $150,000. The stake holders, Via Lido
Plaza Fritz Duda Co.; Vornado for Lido Marina Village, Marshall properties, as well as
the City of Newport Beach, will be very involved in the design guidelines.
5. Overview of Via Lido Design Guidelines process
Mr. Tim Collins spoke regarding the contracts for conceptual plans and time lines for the
Via Lido Village project. He noted the first scheduled meeting date for this CAP of July
27, 2011, and handed out information for that upcoming meeting.
Following questions regarding possible conflict of interest, Dana Smith responded that
all citizens, stakeholders, and business owners are invited to participate in this process.
Assistant City Attorney Leonie Mulvihill stated the conflict of interest issue does not
apply to advisory panels.
6. Overview of Consultant Team & Services
Ms. Kim Brandt introduced two consultants with extensive municipal background. Cindy
Nelson will be supporting the Balboa Village and City Hall site CAPS. She will be the

primary person to facilitate meetings and contacting various CAP members. The second
consultant is Dennis Stone who will be assisting with the capital improvement program,
the West Newport improvements on Coast Highway and Balboa Blvd., the Corona del
Mar and Santa Ana Heights projects. He will be the primary contact for these CAPS.
Ms. Brandt noted there are additional plans for support of the individual CAP needs.
7. Roundtable Discussion
No action taken.
8. Set Next Meeting
The next meeting was scheduled for August 11, 2011, at 4:00 p.m.
9. Adjournment
The meeting adjourned at 5:17 p.m.
