ATTACHMENT 1 CITY OF NEWPORT BEACH DRAFT Citizen Advisory Panel Meeting Santa Ana Heights Landscaping - Design Guidelines Meeting Minutes Fire Station 7 Santa Ana Heights 20401 SW Acacia Street At Acacia and Mesa -Birch Wednesday, August 17, 2011 3:15 p.m. to 4:45 p.m. Mayor Michael Henn, Council Member Liaison Committee Members: Kimberly Brandt, Community Development Director Tim Stoaks Jim Campbell, Principal Planner Sarah Wilkinson Ben Zdeba, Planning Technician Dave Webb, Deputy PW Director /City Engineer Iris Lee, Senior Civil Engineer Dennis Stone, Project Consultant The meeting was called to order at 3:15 p.m. All Committee Members were present. Mayor Michael Henn and Jim Campbell were absent. 9. Welcome and introductions Dennis Stone, consulting project manager, provided a brief introduction of the process and overview of the Brown Act. Committee Members and staff were introduced. 10. Distribution and walk- through of background information Iris Lee introduced Harry Kobzeff of TCLA, Inc. Landscape Architecture who provided an overview of the conceptual planning effort that culminated the landscaping plan for Bristol Street North. Dennis Stone utilized the Bristol Street Slope Stabilization Project for John Wayne Airport as another example of a conceptual planning effort in the Santa Ana Heights area. 3. Overview of Santa Ana Heights Landscaping Guidelines Process Dennis Stone discussed the process of formulating guidelines by distinguishing between concept and construction plan. Iris Lee presented a brief slide show depicting the existing conditions of Bristol Street South and identified a few possible constraints including poor soil quality, off -ramp sight distance, and undergrounded utilities in the area. 4 City website — http:// www .newportbeachca.gov /index.aspx ?page =1959 The project schedule was discussed and a website address was provided where the updated agendas and meeting information would be posted. 5. Public Comment and Roundtable Discussion A general discussion ensued and several key points were made: • The CAP will focus on design guidelines for landscaping of Bristol Street South. • The Santa Ana Heights Landscaping project is high- impact and high - priority and is a gateway to Newport Beach. • The landscaping should take a holistic approach that incorporates existing elements and current planning within the Santa Ana Heights area that have been utilized in previous projects including the Fire Station and new park so as to reinforce the identity of the area. • Phasing and pocket improvements could be utilized to have immediate impact on street revitalization including both sides of the street. • The existing eucalyptus trees should be considered as an element of the design palette for the landscaping concept. • Transportation grants and County Redevelopment funds may be available for the project in addition to the budgeted funds. 6.
