The meeting was called to order at 4:OOPM.
All Committee Members were present, with the exception of Richard Luehrs.
1. Welcome and introductions
Tim Collins, consulting project manager, provided a brief introduction of the process.
Council Member Rush Hill thanked everyone for their time and he encouraged an open
and participatory dialog.
Committee Members, consultants and staff were introduced.
2. Distribution and walk- though of background information
Todd Larner of William Hezmalhalch Architects provided an overview of the 2010 -2011
conceptual planning effort that culminated in the City Council's January 25, 2011,
recognition that "Alternative 5b" as the preferred concept plan for the Lido Village. The
preparation of design guidelines for the planning area is intended to build on this prior
work.

Overview of Via Lido Design Guidelines Process
Todd Larner indicated that the proposed design guidelines would feature four
cornerstones; unification, flexibility, visual appeal and sustainability from an
environmental and economic standpoint. He discussed the term "Newport Eclectic" as a
design theme and the concept of preparing design guidelines as a way to create a sense
of place.
Review and discuss Project Schedule /Calendar
The project schedule was discussed.
7/27/2011 Orientation and kick -off meeting
8/18/2011 80% draft guidelines delivered to the City and CAP
9/15/2011 90% draft guidelines delivered to the City and CAP
9/22/2011 Draft Guidelines presented to the Planning Commission
10/6/2011 Community open house within Lido Village
10/13/2011 Final guidelines delivered to the City
10/25/2011 Guidelines presented to the City Council for consideration
and adoption
Roundtable Discussion
A general discussion ensued and several key points were made:
• The CAP will be focused on design guidelines and will not be discussing the re -use of
the City Hall site.
• Public /private partnership (Vornado, Duda, Marshall, and City) is jointly funding the
preparation of the guidelines.
• Zoning and land use will not be the focus of the CAP or design guidelines.
• Committee will provide input as to how the design guidelines will be implemented.
• Adoption of the design guidelines is anticipated to be by City Council resolution and
not by ordinance.

At 4:OO13M, Committee Members, consultants and staff were introduced. Members of the
public in attendance were also introduced.
Committee Members Roberta Buchanan, Hugh Helm, and George Schroeder were present.
Committee Members Craig Batley, Bill Dunlap, and Richard Luehrs were absent.
Tim Collins, consulting project manager, announced that there was not a quorum for the
meeting. Council Member Rush Hill suggested that a presentation and discussion of the
materials may occur; however, no action can be taken. The following items were discussed:
1. Summary of July, 27, 2011, meeting
Tim Collins provided a brief summary of the July 27, 2011, meeting and asked the CAP
members if they had any questions on the materials received. There were none and all
CAP members were comfortable with the background data.
2. July 27, 2011, meeting minutes
Meeting minutes were continued to the September 1, 2011, CAP agenda because there
was no quorum.
3. Presentation of the 80% Draft Design Guidelines
Copies of the 80% Draft Guidelines were distributed to all members of the public.
Todd Larner of William Hezmalhalch Architects presented an overview of the 80% Draft
Design Guidelines and explained the basic framework of the document. In response to a
question from the public, Todd Larner emphasized the sustainability concept and ideas
within the design guidelines.
4. Role and responsibility of the CAP for reviewing Draft Design Guidelines
Todd Larner explained that City staff has reviewed and presented comments on the
draft document and requested that all CAP members and members of the public review
the document and submit comments to him no later than noon on Monday, August 29,
2011. At that time, all comments will be cataloged and ranked in preparation of the
September 1, 2011, CAP meeting for discussion. Todd Larner also requested examples of
good and bad architecture in the City and requested photographs that can be included
in the 90% Draft Design Guidelines.
5. Discuss methods for enforcement of the Design Guidelines
Todd Larner explained that the Enforcement section of Draft Design Guidelines is still
under preparation. Questions and ideas regarding enforceability of the document were
discussed by CAP members, staff, and members of the public. Members of the public
and staff discussed the reality and feasibility of the bridge and dock improvements
proposed in the Concept Plan. Tim Collins reminded the group that the focus on the CAP
is to develop the Design Guidelines and not set revitalization priorities; however, the
document can offer property owners incentives for delivering public benefits,
infrastructure upgrades, and iconic fixtures that benefit the village.
6. Development of slogan
Todd Larner presented the idea of creating a slogan for the Lido Village area and
provided examples of slogans. Todd Larner requested CAP members and members of
the public begin to think of possible slogans for discussion at the next CAP meeting.

Todd Larner explained that the agendas and project materials are available online and
explained how to access the website.
8. Concluding Comments
• Council Member Rush Hill recommended that the Design Guidelines be revised
to be more concise and utilize more exhibits to facilitate the usability of the
document.
• CAP members agreed that all new developments and significant remodeling of
buildings in the Lido Village area should be subject to the design guidelines to
promote a unifying theme for the area.
• As a result of public comments, Tim Collins indicated that the 80% Draft Design
Guidelines and future drafts would be provided to all property owners within the
Lido Village area.
