Call Meeting to Order
The meeting was called to order at 2:34 p.m. by Chair Selich.
II. Approval of the Minutes
The committee unanimously approved the minutes from the February 4t" meeting as augmented by the
audio tapes and comments received.
III. Current Business
1. Revised General Plan Glossary and Implementation Program
Tescher walked through the seven new glossary terms (Climate Action Plan, Climate Change, Greenhouse
Gas Emissions (GHG), Greenhouse Gas Emission (GHG) Reduction, Infill, LEED Certified, and
Sustainability as well as a minor modification to the definition of Compatibility.
Staff recommended accepting Watkins' recommendations for modifications to the proposed definitions of
Greenhouse Gas Emissions and Sustainability. Watkins further described his comments.
Tucker suggested revisions to Climate Change definition to reflect the following: "Changes in average
temperature, sea level rise, snowpack coverage, water runoff and supply and vegetative cover"
Tucker also suggested revision to the Sustainability definition — Without "unnecessary interfering with" the
ability... - delete quotations and source reference.

Tucker also requested that Revised GHG definitions to clarify relationship of 1990 levels.
Tescher described the three new programs that staff is recommending.
• Prepare a Climate Action Plan,
• Administer the Energy Action Plan,
• Maintain and Implement Energy Management Plans and Encourage Conservation.
No Committee edits to Implementation Programs were proposed.
Public Comments:
Additional recommendations for the glossary and implementation programs were discussed.
Action:
Gardner and Melby dissented to the change to the definition of Sustainability. All other changes approved
unanimously.
2. Environmental Review Findings
Hadfield and Brine provided an overview of the Environmental Review Findings and associated Traffic
Impacts.
Gardner brought up changes in the Level of Service analysis at intersections. Level of service E is
acceptable. Would like to show intersections that have changed, regardless of if they are within acceptable
levels. Brine indicated that staff can provide additional information.
Wisneski recommended to the Committee that staff provide additional clarification to the public on these
topics at the upcoming public information meeting.
Hadfield provided an overview of the project alternatives, including No Project Alternative (existing General
Plan), and No Airport Area Land Use Changes.
The Committee discussed the EIR and traffic analysis.
Public Comments:
Representatives from projects within the Airport Area asked that these projects be analized individually.
Action:
No action required.
3. Land Use Element Amendment Recomendations
The Committee reviewed the proposed Land Use changes.
Mulvihill discussed the project alternative and the timing of the airport settlement agreement.

The Committee discussed the proposed land use changes, the alternative land use changes analyzed in the
Draft SEIR, and making no recommendation.
Tucker asked if a project -level EIR for UAP or Hangers could tier off of the SEIR. Hadfield confirmed that
these projects could tier. Staff was asked if any projects would trigger a citywide vote, staff confirmed that
the UAP request would require a vote based on Floor Area increase — due to 1,000 additional square feet.
Public Comments:
Representatives from projects within the Airport Area asked that these projects be analized individually.
Action:
The Committee voted unanimously not to make a recommendation related to the proposed land use
changes.
3. Policy Amendments
Staff was asked to add language to the glossary that clarified what is mandatory and what is not.
Tucker suggested additional administrative edits.
Staff was asked to update the Table LU2 for the Planning Commission study session.
Public Comments:
The Committee was asked to clarify the schedule moving forward. The newsletter was discussed.
Action:
The policy amendments were approved.
IV. Public Comment on Non - Agenda Items
City branding efforts were discussed.
V. Adjournment
Chair Selich thanked the committee for their service.
The agenda for the for the Regular Meeting was posted on March 27, 2014, at 3:00 p.m. in the Chambers
binder located inside the vestibule of the Council Chambers at 100 Civic Center Drive and on the City's
website on March 27, 2014, at 3:15 p.m.
