CALL MEETING TO ORDER II. APPROVAL OF MINUTES MINUTES OF JULY 24, 2014 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Newport Mesa Wellness and Murphy Chiropractic, Inc. Minor Use Permit (PA2014-091) 20280 Acacia Street, Suite 200 (Council 3) Summary: Minor Use Permit request to allow a medical office use to operate within an existing 2,352-square-foot vacant tenant space within a multi-tenant commercial building located in the Santa Ana Heights Specific Plan Business Park District (SP-7-BP) located at 20280 Acacia Street. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2014-021 (Attachment No. ZA 1). CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 2. 2290 Bristol Street Minor Use Permit (PA2014-111) 2290 Bristol Street (Council District 3) Summary: A Minor Use Permit authorizing retail, service, office, financial, take-out service limited eating and drinking establishment, and health/fitness facility uses in conjunction with a 2,111 square-foot expansion and remodel of an existing 4,344 square-foot single-story building in the Santa Ana Heights area of the City. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2014-027 (Attachment No. ZA 1). CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 3. Pressed Juicery Minor Use Permit (PA2014-114) 1116 Irvine Avenue (Council District 3) Summary: A minor use permit to allow the operation of a new take-out service limited, eating and drinking establishment within the Westcliff Plaza shopping center. No late hours (after 11:00 p.m.)or alcohol service are proposed as part of this application. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2014-028 (Attachment No. ZA 1). CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines- Class 1 (Existing Facilities). ITEM NO. 4. Pacifica Christian High School Minor Use Permit (PA2014-045) 883 W. 15th Street (Council District 2) Summary: A Minor Use Permit to allow the operation of a private high school, gth through 12th grade, to be located at the West Newport Community Center. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _approving Minor Use Permit No. UP2014-008 (Attachment No. ZA 1). CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines- Class 1 (Existing Facilities). IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V.
