CALL MEETING TO ORDER II. APPROVAL OF MINUTES MINUTES OF SEPTEMBER 25, 2014 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Via Mentone Lot Line Adjustment (PA2014-128) 214 Via Mentone (Council District 1) Summary: A lot line adjustment application to adjust the underlying legal lot lines on a site consisting of two legal lots (Lots 569 and 570) and a portion of another lot (Lot 571). The applicant is requesting to remove the lot line between Lots 570 and a portion of Lot 571 and shift the lot line between Lots 569 and 570 west 7.5 feet to create two 37.5-foot-wide parcels for single- unit residential development. There will be no change in the number of legal building sites and the existing dwelling built across the property lines will be demolished. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Lot Line Adjustment No. LA2014-002. CEQA Compliance: The project is categorically exempt under Section 15305, of the State CEQA (California Environmental Quality Act) Guidelines - Class 5 (Minor Alterations in Land Use Limitations). ITEM NO. 2. Banzai Bowl Minor Use Permit (PA2014-132) 114 22nd Street (Council District 1) Summary: A Minor Use Permit application for a take-out service, limited eating and drinking establishment with no seats. The applicant proposes to convert the existing retail sales suite into a fruit bowl, smoothie, and juice bar. The proposed hours of operation are 10:00 a.m. to 10:00 p.m., daily. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. UP2014-034. CEQA Compliance: 1 The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 3. Lido Marina Village Lot Merger (PA2014-136) 3505 Via Oporto and 3434, 3442 and 3444 Via Lido (Council District 1) Summary: A lot merger application and a request to waive the parcel map requirement to combine four parcels into two lots for the continuation of non-residential development. The parcels to be merged are under common ownership located within Lido Marina Village. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Lot Merger No. LM2014- 002. CEQA Compliance: The project is categorically exempt under Section 15315 , of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). ITEM NO. 4. Bistro 24 Minor Use Permit (PA2014-133) 800 Newport Center Drive, Suite 120, Block 800, North Newport Center Summary: A minor use permit to expand an existing 1,143-square-foot cafe by 471 square feet into an adjacent retail tenant space. The cafe will operate with 34 seats whereas the existing approval authorizes 12 seats. No alcohol service, live entertainment, dancing, or late hours of operation (after 11:00 p.m.) are proposed. The existing cafe operates under Modification Permit No. MD3782. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. U P2014-035. CEQA Compliance: The project is categorically exempt under Section 15303, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures). IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V. ADJOURNMENT If in the future,you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted,you may be limited to raising only those issues which you(or someone else)raised orally at the public hearing or in written correspondence received by the City at or before the hearing.
