Award Contract No. 3249 to E.C. Construction for the Total Bid Price of $59,189.42 and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $5,900.00 to cover the cost of unforeseen work. DISCUSSION: At 11:00 a.m. on April 1, 1999, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low E.C. The low bidder, E.C. Construction Co., possesses a General Contractor's License Classification "A" license as required by the project specifications. E.C. Construction has not worked for the City of Newport Beach in the past but a check of the company's references indicates that the Contractor has satisfactorily completed similar projects for other municipalities. This project provides for reconstructing deteriorated alley pavement and approaches to improve drainage on Balboa Peninsula as shown on the attached location map. The contract specifications provide for thirty (30) consecutive working days to complete the work. Sufficient funds are available for this project in the Alley Replacement Program Account No. 7013- C5100277.
