SUBJECT: APPROVAL OF 301 ABALONE AVENUE — DRIVEWAY APPROACH
EXTENSION (EP -99 -109)
RECOMMENDATION:
Approve the application subject to an Encroachment Permit and conditions set forth by
Public Works Department.
DISCUSSION:
On behalf of the property owner, applicant James M. Gaydos has requested that the
existing driveway approach be widened to accommodate an additional parking space
(see attached letter). The property owners of 301 Abalone Avenue are proposing to
expand an existing one car garage to a two car garage (see attached proposed Exhibit
„B„).
• The property is located on Little Balboa Island and has existing garage access off the
westerly side of Abalone Avenue. City Council Policy, Section L- 2.A.6, requires City
Council approval for all curb openings on Balboa Island. City Council Policy Section L-
2.13.3 may allow an exception if it meets the following provisions:
1. Property located on a corner lot where the street on which the curb cut is
proposed is not an arterial, and street frontage is available for the full depth of
the lot.
2. Access from the street will be permitted where existing structures prevent full
alley access or additional covered off - street parking is being provided.
3. The width of the curb opening shall be limited to one -half of the lot depth.
The request meets all 3 of the above provisions as defined below:
1. Abalone Avenue is not an arterial and there is a street frontage along the full
depth of the lot.
2. Access from the street will be permitted where existing structures prevent full
alley access or additional covered off - street parking is being provided.
• 3. The width of the curb opening shall be limited to one -half of the lot depth.

Similar approvals have been granted for nearby property at 306 and 307 Abalone Avenue
and 1600 Balboa Avenue.
If the City Council feels the loss of approximately 9 feet of curb space is significant; the
request can be denied.

Dear Don,
I am writing this letter to you on behalf of my clients, Dave and Evie Buckholz
of 301 Abalone Avenue in Balboa Island. We are fully aware of the limited parking
space on the island, and as a result, we are adding an additional 'off- street" covered
parking space on the above mentioned property. However, in order to accomplish this
plan, we need to widen the existing driveway approach onto Abalone Avenue. I have
physically measured the existing conditions (see enclosed Exhibit "A ") and I am
confident that we still have enough curb space to maintain parking for two cars (see
Exhibit "B"). So in essence, we are not subtracting any street parking, but adding an
additional 'off- street" parking space to the island. We have already applied for a
Modification Permit (No. 4857) and have a conditional approval pending this matter
of a Driveway Encroachment Permit.
In speaking with Gilbert Wong, we were informed that any driveway
encroachments on Balboa Island must be reviewed and approved by the Planning
Commission. Since we feel that the scope of this project is beneficial to the parking
conditions on the island, we are hoping to bypass this process altogether. Any
comments or suggestions about this project from you and your staff are welcome.
