Dear Honorable Mayor and Council Members:
In June 1998, the Newport Beach City Council unanimously approved capital budget
funds for landscaping Bay View Way and Jamboree Road "to screen glare from the
Fletcher Jones Motor Car Building and site lighting and reflections off cars" which
impacts residents. The original planting was scheduled for November 1998, Due to
delays, it was too late for the bids to go out .before the June 30, 1999 budget expiration
date.
On June 1, 1999, representatives from the City of Newport Beach, Fletcher Jones Motor
Cars, North Bluff homeowner's Association and Eastbluff Homeowners Community
Association met to discuss landscaping plans and a 1999 capital budget commitment
which would mitigate the site lighting reflections and sun glare of the motorcar
dealership. At this meeting Mr. Ted Jones of Fletcher Jones Motor Cars reinstated his
prior commitment of up to $30,000,00 in matching Hinds for this capital improvement,
It is with this commitment that we ask the City Council to once again approve this capital
budget item of the original amount of $20,000.00 plus an additional sum of $10,000.00
for the acquisition of matching funds from Fletcher Jones Motor Cars. Although planting
would occur one year later than originally scheduled, it is very important that the
landscaping be completed to finally mitigate the problem of light glare and reflections to
our residents. n°

Please accept this letter as a request to reinstate the expired $20,000 plus an additional
$10,000 funds to this years Capital Budget for landscaping on Bayview Way and
Jamboree Road. It is my understanding Fletcher Jones Cars will match the $30,000.
This landscaping is necessary to shield from view the lights and glare generated by the
the car lot.
This letter is also to support the North Bluffs Homeowners Association and Eastbluff
Homeowners Association position on this Issue.

following Public Works Department position be added to the budget checklist for
consideration:

This position will be added to the Transportation and Development Division and
will be responsible for coordinating the activities of the Citywide Assessment
District Program. Funding of this position will be split between the General Fund
and fees collected from the assessment districts. This position will also perform
General Plan transportation issue review and updates.

Dear Mayor and City Council:
Residents of Eastbluff, the Bluffs,Baypointe, and motorists
have waited a long time since the Fletcher Jones Motorcars
dealership opened in August, 1997, to mitigate the horrible
light and glare problem coming from the dealership. This
mitigation, in the form of a landscaping screen on Bay View
Way and Jamboree Road, was unanimously approved and budgeted
for phase 1 last June, 1998 with an initial $20,000 in basic
landscaping to build up to over $55,000 in augumentation of
more trees and foliage over a few years. This screen will
serve to break up the wall of light at night,which begins
at 5:00 p.m. and continues on until 10:00 p.m. It is caused
by very high intensity pole lights on the roof, display lot,
and interior which reflect off of the windows and hoods of
cars bounce off the outer building walls and the backs of
the interior showroom walls as seen miles away; blinding
to residents. For the Bluffs residents, the impact of all
of these lights at once doubles due to reflecting off of
Upper Newport Bay. It will take $50,000 to rea'll.y be effective.
Since the dealership was built, Bay View Way was intended
to be landscaped because two sprinkler systems run the entire
length of the street (one at the top by the sidewalk, the
other at the bottom). It has remained in a denuded state,
awaiting plants for almost two years; while Bay View Way
across Jamboree is lush and verdant underneath the Marriott
Suites. Planting of Bay View Way and Jamboree near the deal-
ership for light mitigation by night, as well as the glaring
daytime sun reflections off of the white building wall and
car windshields, was to begin November, 1998. The delays
occured in awaiting written commitment from the dealership
to match the City's funds up to $30,000; this letter did not
arrive until March 18, 1999 at the beginning of the nesting
season. Although the City is one year behind in planting the
landscape mitigation screen, I am in support of reissuing the
unspent $20,000 plus $10,000 ($30,000) to match Mr. Jones'
commit =.ment so that we may get back on schedule. It is vitally
important that we finally solve this ongoing problem,so that
the residents can get on with their daily lives.

Dear Mayor O'Neil:
A year ago, the Newport Beach City Council unanimously approved $20,000 for
landscape mitigation to resolve the light reflections caused by Fletcher Jones Motorcars.
Unfortunately, the project was not completed in the past year as planned, and it is now
necessary for the funds to be reinstated for the upcoming year.
We are now told by Fletcher Jones, that they will match the City funds to fully implement
the landscape plan with more and larger plant material. Thus, we are asking that this
Council increase the funding of the landscape mitigation plan by $10,000, making the
budgeted amount $30,000. With the combined funds, it will be possible to truly mitigate
the light overflow and glare from the dealership.
We expect this council to again, generously budget for the mitigation landscaping. The
dealership neighbors in Eastbluff and the North Bluff Bayview Community have patiently
waited for the promised relief from the dealership lights. Thank you for your support in
resolving this issue and budgeting the funds to accomplish this project.

It has been a while since Fletcher moved in and I am still quite annoyed by
their pressence, their destruction of the environment, the land our city
gave them, the lights, etc.
I am only asking in this letter that you reinstate the $20,000 plus $10,000
additional funds to this year's capital budget, (1999/2000) for the delayed
"Landscape Screening of Lights" on Bayview Way and Jamboree. It would
help the area a great deal, not just in beautifying the area but to help
mitigate the problem of light glare and reflections.
