SUBJECT: ADOPT RESOLUTION NO. 99 -_ REDUCING THE NUMBER OF
MEMBERS ON THE ARTS COMMISSION FROM NINE TO SEVEN
EFFECTIVE JULY 1, 1999 AND CONFIRM THE NOMINEES FOR
BOARD AND COMMISSION VACANCIES.
RECOMMENDATION
Adopt Resolution No. 99 establishing the number of Arts Commissioners to be seven (7)
and amending Resolution No. 93 -46; and confirm the nominees as follows:

At the regular meeting of the City Council held on May 24, 1999 the City Council ratified the
Mayor's appointment of Mayor Pro Tem Thomson, Council Member Glover and Council
Member Ridgeway to serve on an ad -hoc Appointments Committee to review applications and
make recommendations to the full Council for the Board and Commission vacancies scheduled
to occur on June 30, 1999.
At the conclusion of the application period (Wednesday, May 12, 1999) the committee reviewed
the applications on file and subsequently conducted interviews on Wednesday, June 2, 1999.
During the review and interview process, the Appointments Committee discussed reducing the
number of members on the Arts Commission from nine to seven. Based on the fact that some
commissioners have felt that having nine members is too large a group to reach consensus early,
the Appointments Committee is recommending that the Council adopt a resolution reducing the
numbers of members from nine to seven.
The final appointments will be made on Monday, June 28, 1999. All new terms will be effective
on July 1, 1999 with an expiration date of June 30, 2003.

RESOLUTION NO. 99-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING THE NUMBER OF ARTS COMMISSIONERS TO BE
SEVEN (7) AND AMENDING RESOLUTION NO. 93-46
WHEREAS, the Newport Beach Arts Committee was officially established
by Resolution No. 5526 on December 11, 1961 to be a five (5) member
committee; and
WHEREAS, Section 712 of the City of Newport Beach Charter was
amended by the electorate in November of 1992, to allow the City Council to
establish by ordinance or resolution the number of members on the Arts
Commission; and
WHEREAS, Resolution No. 93 -46 adopted on June 28, 1993 changed the
number of commissioners to nine (9); and
WHEREAS, some commissioners have felt that having nine (9) members
is too large a group to reach consensus easily; and
WHEREAS, other City boards and commissions operate with seven (7)
members.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Newport Beach that the number of members of the Arts Commission shall be
seven (7) effective July 1, 1999.

Application for appointment to the Newport Beach Arts Commission
1 am a recently retired physician with a life long interest in the Arts
now having the time to devote to civic activities. Mrs. Staple and I moved to
Newort Beach one and a half years ago after living in Palos Verdes Estates for
twenty-one years. We regard this community as our permanent home and
would like to contribute to areas in which our skills may be useful. As a new
member of the community I would contribute different ideas and perspective
to the commission.
We are contemporary art collectors mostly concentrating on California
painters and sculptors. Shirley and I were major founding donors to the Norris
Theater in Palos Verdes and long time subscribers and contributors to the
South Bay Chamber Orchestra even when it was known as the Baroque
Consortium. For many years we were season subscribers to the Mark Taper
Forum.
I was educated in music, playing the flute and attending the Young
People's Concerts of the Chicago Symphony Orchestra while in grammar
school. During four years of high school my family and I attended all the
performances of the Goodman Theater of the Chicago Art Institute. During
college I attended many professional theatrical performaces in Chicago.
I am the author of 100 scientific papers and have been a lecturer at
many national and international meetings.
I am intersted in both musical and visual cutting edge Art realizing at
the same time the particular problems and constaints of Public Art. A primary
objective of mine would be to promote the value of Art in a changing society.
My experience as a docent at the Los Angeles County and the Orange County
Museums of Art are one method of attaining this goal. Service on the City Arts
Commission would be another.

I have a deep love for Newport Beach and wish to meaningfully contribute to my
community. I am currently a member of the Board of Directors of the Little Balboa
Island Property Owners Association and greatly enjoy that service. However, I
have the time, energy, and the unique qualifications to further serve this
community as a member of the Civil Service Commission, should I be so
selected.
I started a small photography business in my garage in 1947, which grew to
become one of the larger privately owned portrait photography studios in
California. I believe that in successfully operating and growing a small business
I have learned valuable management and people skills that would be both
applicable and useful in serving as a Civil Service Commissioner.
In addition, the volunteer service shown on my application will demonstrate my
willingness to serve and to work with others in the best interests of and for the
goals of an organization, and should testify to the experience and skills I have
learned. My past service as a member of both the Los Angeles County Probation
Committee and of the Commission on Obscenity and Pornography has given me
an understanding of concerns of both employees and of management of local
governmental agencies.
Further, my 47 years of service as a Los Angeles County Reserve Deputy
Sheriff, serving at all available reserve ranks from Reserve Deputy to Reserve
Chief, with reserve supervisory responsibility of 620 reserve deputies, has
provided me with valuable insight into problems, interests, and concerns of law
enforcement, again from the perspective of both line personnel and of executive
managers.
I am eager to serve if accepted, and anxious to contribute what I can for the
betterment of my community. I feel that I have the qualifications to be a serving
and working asset to the Newport Beach Civil Service Commission.

Dear Nominating Committee Members,
As you are aware, I have previously been nominated twice for the P, B & R
Commission. At the time of the first nomination in 1997, although qualified, I did
not have sufficient experience in civic leadership to warrant appointment. Later
that year, I was again nominated for an "unexpected" vacancy on the
Commission. Although I had initiated some activity to bolster my background in
local government, my experience was still rather limited and I was not appointed.
Since that time, in my view, I have made great strides in bolstering both my
knowledge of the community and local government. I was just recently select to
participate in the Newport Beach Police Department's Citizen's Police Academy
Class # 3, beginning in June. The purpose of this program is to increase the
citizen's understanding of Police Department's operations.
This past year, I have been a member of the Leadership Tomorrow Class of
1999. We have completed eight of nine workshops for community topics ranging
from Education, Health and Human Services to issues in Transportation as well
as Water. The remaining workshop in Local Government is later this month and
graduation is slated for June 3. In addition, I have just been nominated for a seat
. on the Board of Directors for Leadership Tomorrow.
In the spring of 1998 Councilwoman Jan Debay appointed me to an "alternate
seat" on the City's Aviation Committee from District 2. 1 am just now completing
my first year of service on that committee. During this time, the Committee has
focused on issues associated with the proposed commercial airport at El Toro,
expansion of retail space at John Wayne Airport and the upgrading of noise
monitors in compliance with the "settlement agreement ".
I have remained involved in a number of community activities and programs. I am
active in fundraising for two local charities; the Orange County Food Distribution
Center and Christmas in April. I am also actively involved in the Arts. I am a
supernumary for the Opera Pacific as well as a Patron. I help plan and organize
a variety of fundraising events for Opera Pacific including a golf tournament. I am
a volunteer for the Toshiba Senior Men's Golf Classic, which directly benefits the
Hoag Hospital Foundation. I am also a resident member of the Newport Harbor
Area Chamber of Commerce.
With respect to the duties specific to the P,B & R Commission, through my
discussions with City Council Members since my original nomination, I am aware
that issues concerning the removal or sustaining trees presents a major
challenge to the Commission. My position on this issue would generally fall along
the lines that before a tree could /should be removed, a citizen would have to
olL
show a compelling reason why the tree should not remain before I would support
it.
Another issue that is frequently raised is the use of alcoholic beverages on the
beach. My view on this is that there are inherent risks associated with the
recreational activities in or around the ocean. Permitting the consumption of
alcohol while on the beach would only serve to exacerbate those risks. Since I
believe that Newport Beach has the duty to make our beach as safe as possible
for those who use it, it would be unlikely for me to support a change in this
ordinance.
Finally, On the issue of whether the participants in adult recreation programs
should continue to contribute to the costs associated with providing the activity,
as a participant in three programs myself, I would say yes. Charging a nominal
fee for the program fosters a sense of ownership in the participant of the
equipment as well as the facility. This sense of ownership tends to make the
participant more responsible for all his or her actions while involved the class or
program.
As I have in the past three years, remain enthusiastic toward the opportunity to
serve as a Newport Beach City Commissioner and look forward to the
opportunity to talk with the Committee further as to my qualifications for the
nomination.

STATEMENT OF INTEREST
As a resident of Newport Beach for over twenty years, I have a strong interest in the growth
and development of our city. I feel that with my professional background in architecture and
land planning being a member of the planning commission would be an appropriate way to
serve the community. The Bike Trails Committee was a rewarding experience for ten years.
It gave me a chance to work with the leaders and doers of our community in resolving issues
and implementing programs. As a senior planner for the County of Orange for several years
1 experienced being on the other side of the counter and learned first hand how government
works.
I think I would make a good planning commissioner for the following reasons:
I like working with people in helping to resolve issues and find solutions to problems.
I bring a pragmatic understanding of the need to balance community aspirations and
private sector needs.
I have a basic knowledge of the development industry and how it works.
I have a deep commitment to comprehensive community planning that focuses on
essential issues such as economic development, growth management, environmental
protection, cultural diversity and housing opportunity.
I would be a strong advocate for the community and would temper my personal
view with articulated agendas by the elected members of the Council.
I am familiar with the legal procedures and requirements that planning
commissioners are held to.
My aspirations are not to use the Planning Commission as a stepping stone for higher
government positions or political gains.

INTRODUCTION
Rob Patterson has been a practicing architect fbr over twenty years. He is
an architectural graduate of the University of Southern California with
masters work at UCLA. Rob was liccnsed by the State of California in 1973
at which time he became a member of the AIA. He has headed his own
architectural practice for over fifteen years specializing in residential
architecture and land planning. He has provided consultant services to
government agencies and community associations throughout southern
California. These services include the drafting of architectural standards and
building codes. For ten years Rob was the association architect for the
community of Emerald Bay in Laguna Beach, California. Today his office
concentrates on new and remodel custom home design.
"The reason I specialize in custom design work is the
challenge it presents. Whether it is a new home or a
simple room aduition, every project is different, each with
a special set of'constraints and opportunities and each
with a unique solution,
I invite my clients to participate in the design work to the
degree they feel comfortable. We start with the clients
wish list and all other information important to the project.
Sketches are made and then mock -up models which are
easy to make, quickly modified and greatly enhance the
process of communication.

Serving others is the most rewarding use of a person's time. It would give me great
satisfaction to make a contribution to the people of Newport Beach by serving on the
Planning Commission. The time taken away from career and family to do volunteer work is
an important consideration, but with my children now aged 12 and 15, and a wife who lends
a lot of support, I can devote more time to giving something back to our community. _
My specific qualifications for the position, in addition to that gained through the
Civic Experience shown on the face page of this application, includes 17 years of
practicing law as transactional counsel to real estate owner and developer clients. I
have specialized in real estate throughout my career, which has led to involvement in a
broad ranqe of commercial and residential projects, including office and industrial
buildings, restaurants, shopping centers, apartment properties, condominiums and single
family residential developments. Specific experience includes participation in the
entitlements process for hiqh -rise offices. restaurant and personal service businesses,
and analysis of the impact of land use restrictions on properties being considered for

My term of service to date as a planning commissioner has been very rewarding.
I've experienced the learning curve, had the opportunity to attend a number of workshops
and seminars, and now have a variety of experiences with most our problematic issues.
By education, background and temperament, I believe I am suited to serving in
areas where determinations are made based on fact - finding and the application of policy
or law, and where an exploration of underlying interests can lead to effective solutions
which balance competing interests to the benefit of the larger community. I believe that
as a Planning Commissioner I've contributed to a culture on the Commission which is
focused not on ideology, but on a search for good planning solutions through productive,
explorative and collegial discussion.
A General Plan Advisory sub - committee of the Planning Commission has
recently been formed. I am on this committee and I would very much like to continue my
involvement, applying my learning and experience to date to this project, working to
bring to the Planning Commission and the City Council a well developed set of
recommendations to work with, which particularly address the matters which have caused
the greatest concern in the past.
In summary, I would like to complete my service on the Planning Commission
with a project that incorporates both the learning and experience I've acquired on these
issues, and the Planning Commission's experience with them during my service to date
on the Commission.
