SUBJECT: KEY AND MANAGEMENT EMPLOYEES' COMPENSATION
DISCUSSION:
The City workforce is made up of Key and Management employees and eight employee
associations who, pursuant to State law, represent the interests of other City Employees.
The City's current Memorandums of Understanding (MOU's) with the eight employee
associations have either been renewed, or are being negotiated at the present time. These
MOU's generally allow for a 3% salary increase for the 1999 -2000 fiscal year.
The attached Resolution proposes to adjust Key and Management salaries within a 3% cap,
Mwith individual adjustments ranging from 0% to 4 %. The total cost of these adjustments
will not exceed 3% of total salaries for all Key and Management employees. The
adjustments for Department Directors is based on a merit system approved by the City
Council in Resolution 93 -89 (dated November 22, 1993), while other Key and Management
employees' adjustments are based on merit and internal relationship with subordinates.
Recommendations for adjustments for Key and Management employees were submitted by
Department Directors. In addition to the salary adjustments, the City's contribution for
health insurance will increase to $425 per month.
RECOMMENDATION:
It is recommended that the City Council adopt the attached Resolution authorizing salary
adjustments for Key and Management employees and modifying the monthly contribution
for health insurance to $425.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING THE SALARIES FOR KEY
AND MANAGEMENT EMPLOYEES FOR FISCAL YEAR 1999 -2000
AND AMENDING THE CITY'S CLASSIFICATION AND
COMPENSATION PLAN TO REFLECT SAID CHANGES.
WHEREAS, the City Council of the City of Newport Beach has the Authority,
under Newport Beach City Charter, to establish salaries for employees; and
WHEREAS, The City Manager has recommended certain salary adjustments for
management and other key employees.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach hereby establishes, effective the first pay period of July, 1999, that the
salaries for key and management employees may be adjusted by the City Manager within a
total cap of 3% of current salaries,
BE IT FURTHER RESOLVED that the monthly contribution for health insurance
shall be increased to $425; and 0
BE IT FURTHER RESOLVED that the City's Classification and Compensation
Plan shall be amended to reflect these changes.
