On behalf of the board of directors of the Orange County Airport Alliance, I want
to thank you and the members of the Newport Beach City Council for your
ongoing support of the efforts of the Alliance.
The Orange County Airport Alliance is a 501 (C) 4 California non -profit
corporation created as a funding and planning mechanism to implement pro-
airport activities. Or mission is to educate and inform the residents and leaders of
Orange County on the economic and quality of life benefits of a mid -sized
commercial airport at El Toro.
The initial Newport Beach allocation of funds to support the operation of the
Alliance will be expended in September 1999. This letter serves as a request for
an additional six -month allocation of money to continue the Alliance projects
established by its board of directors.
Please note that the Alliance is also funded by the City of Anaheim. We are also
seeking funds from the County of Orange Master Development Program office,
and several additional sources to complement the support we receive from
Newport Beach.
Attached is a breakdown of the projects and their estimated costs. The Alliance
contract with Hill & Knowlton has been restructured to focus their attention on the
activities assigned to the Alliance by members of the Newport Beach City
Council. Specifically, their charge is to expand the Alliance Executive Committee
with key business and minority leaders, to assist with the publication of the
Alliance newsletter and management of our data base, to manage our cable TV
contract, and to work on targets of opportunity that arise during the El Toro

the dissemination of information about the flight demonstration program to the
Spanish language news media.) These assignments are specific to the Alliance
and are not duplicated by any other organization funded by the City of Newport
Beach.
Three months ago the council approved funding for the executive director salary
for six months. The salary line item in this request will align future funding with
the semi - annual Alliance budget request

ORANGE COUNTY AIRPORT ALLIANCE
OVERVIEW
WHAT: The Orange County Airport Alliance is a broad -based coalition of Orange
County residents, businesses and organizations committed to the pursuit
of responsible planning for an airport use at El Toro. The Alliance is a
501®4 corporation, and its members truly understand the critical role an
airport at El Toro will play in ensuring a strong economy, ensuring Orange
County's place in the global marketplace.
The Alliance does not support just any kind of airport at El Toro — the
Alliance supports an airport that is safe, environmentally sensitive to the
surrounding communities, and that protects the quality of life for all of
Orange County.
WHY: The mission of the Alliance is to educate and inform Orange County on
the economic and quality of life benefits of an airport at El Toro. The
Alliance seeks to coalesce airport support county-wide, unify multiple pro -
airport voices, and engage in the public policy debate to ensure that the
right kind of airport is built at El Toro.
WHO: The Alliance is made up of hundreds of individuals, organizations and
businesses from a variety of interests, perspectives and ethnicities.
Members are from business, labor, education and many other special
interests.
Leaders of the Alliance come from a variety of groups including the
Orange County Business Council, the Airport Working Group and the
Orange County Regional Airport Authority, as well as elected officials.
However, in addition to those who have fought in the battle for years, the
Alliance brings fresh voices into the debate whom are supportive of an
airport at El Toro.
