Report on Planning Commission study sessions for early review and input on major development projects: a. Newport Dunes b. Banning Ranch C. Conexant d. Koll Center e. Newport Center 2. Progress report on Newport Center General Plan Amendment goals • as stated in March 22, 1999, report: a. Address all of Newport Center; involve all property owners b. Take the lead in long range planning, evaluate alternate visions C. Change regulatory nature of the General Plan d. Develop one Specific Plan e. Master EIR f. Financial Plan 3. Land Use Change The original plan of Recreational and Open Space for the Dunes had in mind that this State tidelands, held in trust by Orange County, and leased to the Evans family should be available to all the people even those with low to middle incomes. Public Access for the Dunes is very unpublicized . How many people know that there is a 10 acre public beach at the Dunes? If this 4 star development is approved, how will these day use people feel about using their public beach with it's gates and fences. On summer weekends the planned events will make it difficult to find a parking place even at the $7 charge. No parking is set aside for day use. Parking has never been allowed on Back Bay Drive for this purpose and not all families can bike or walk to this location. The traffic and parking in all of Newport Beach already limits beach use to its public. In addition, this plan does not address or set aside employee parking and that may be as many as 250 spots during the summer day shift. I have a question. On page 2 of the Planned Community underlined changes, it is stated in paragraph b. tip to 150 recreational vehicle sites. Does this mean the current 406 RV sites will be limited to 150 or that the loss of sites will be up to 150. oyce Amendment to the Zoning Code GM v25,0 (y3.66 PM L1212 When considering a 25 foot Height increase for the Dunes Project, hopefully the City Council will also consider changing the set backs for this project. 15 feet is not enough set back for the heights proposed. Page 24 point C. Daylight Plane. Will this shade plain allow sunshine not only for Bayside Village, g9the west boundary, but Jill also for the public beach west of the Lag ?What is th rit of a beach with limited sunshine. 172 feet is a big shadow length A main objection to this project other than traffic is its height and mass. We, the neighboring residential community, feel that admending the Zoning Code woulc unreasonably impact Bayside Village and create a precedent for future building. Apparently mass and density were not a major consideration when planning the Castaways. Now the City and its residents have to live with the visual impacts of that monstrosity. It looks like a million dollar housing project with turrets. It can be seen every time one drives on Coast Hwy. From Bayside Village, it is a reminder of the City's inability to visualize the end result of a project every time we step out our doors. This project can go on the list of City blunders along with the Fletcher Jones lighting disaster, the Twin Palms noise disaster which has seen its demise, now adding the Castaway's visual disaster to the City's list. Don't allow this height increase for this neighboring project. The Dunes can work within the established plan. 50 feet is more than generous.
