SUBJECT: ADOPT RESOLUTION NO. FOR ONE -HOUR PARKING IN FRONT OF
NEWPORT ELEMENTARY SCHOOL

Adopt a resolution establishing a one -hour time limit from 9:00 AM to 5:00 PM on school days
for parking along the south curb of Balboa Boulevard between 13th and 14th Streets.
DISCUSSION:
A meeting was held at Newport Elementary School on February 23, 2000, to discuss parking
problems. The meeting was attended by the Principal, Councilmember Ridgeway, and staff
from Police and Public Works Departments.
While all of the schools in the City have parking problems, Newport Elementary is unique in that
it has no on -site parking and must rely exclusively on public parking for its 100+ staff members,
dozens of volunteers, and parents. The entire south curb of Balboa Boulevard has been
designated as a three - minute Passenger Loading Zone since the street was reconstructed a
few years ago.
The school identified several problems with parking and it was determined that the three - minute
limit was still necessary from 7:30 AM to 9:00 AM for parents to drop their children off at the
school. It is proposed to have one -hour parking from 9:00 AM until 5:00 PM. This will allow
parents to park for teacher conferences as well as accommodating volunteers who frequently
work for just one hour. The restrictions are not needed during summer or on weekends. The
restrictions will be posted to indicate they are in effect only on school days.

RESOLUTION NO. 2000-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
ESTABLISHING A ONE -HOUR PARKING TIME RESTRICTION ON THE SOUTH
SIDE OF BALBOA BOULEVARD BETWEEN 13TH AND 14TH STREETS
WHEREAS, Section 12.44.010 of the Newport Beach Municipal Code provides,
among other things, than when authorized signs are in place giving notice thereof, no
person shall stop, stand or park any vehicle between the hours of 8:00 a.m. to 6:00 p.m.
of any day for a period of time longer than one hour, upon such streets or portions thereof
as the City Council shall designate by Resolution; and
WHEREAS, Section 12.44.010 of the Newport Municipal Code further provides
that the City Council may vary the hours and days during which the foregoing restrictions
shall be in effect; and
WHEREAS, it is necessary to limit the parking of vehicles as hereinafter provided.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that the parking of vehicles between the hours of 9:00 a.m. and 5:00 p.m. on
school days, shall be limited to one (1) hour on the south side of Balboa Boulevard
between 13th and 14th Streets.
BE IT FURTHER RESOLVED that the Traffic Engineer is authorized and directed
to cause signs to be posted on such street giving notice of such parking restrictions.
ADOPTED, this 14'h day of March, 2000.
