HomeMy WebLinkAbout12 - IRWD to Serve Reclaimed Water to Harbor RidgeMarch 28, 2000 CITY COUNCIL AGENDA ITEM NO. 12 TO: Mayor and Members of the City Council FROM: Public Works Department SUBJECT: REQUEST TO ALLOW IRVINE RANCH WATER DISTRICT TO SERVE RECLAIMED WATER TO HARBOR RIDGE RECOMMENDATION: Direct staff to work with the Harbor Ridge Association and Irvine Ranch Water District (IRWD) to come up with a proposal that will allow Harbor Ridge to be served with reclaimed water. DISCUSSION: The Harbor Ridge Association requested the City of Newport Beach to allow them to connect to the IRWD's reclaimed water system (see attached February 18, 2000 letter). Harbor Ridge is located outside the IRWD boundaries and in the City's service area. The State Government Code does not permit a water district to serve water within another agency's boundaries without that agency's permission. If the City wishes to allow this request, it will be necessary for the City Council to authorize this service by adopting a resolution spelling out the conditions under which the service would be allowed. The Harbor Ridge Association has had informal discussions with both IRWD and the City staff over the past few years concerning the use of reclaimed water to irrigate their greenbelt areas. They are very interested in proceeding with this proposal if it is determined to be economically feasible to purchase reclaimed water from IRWD at a favorable rate, and the conversion costs are not too great. The Harbor Ridge area's elevation and distance away from the City's Green Acres Project (GAP) reclaimed water system in Jamboree Road prevents the City from providing water from this source. IRWD has two possible locations in their reclaimed water main system where a service point for Harbor Ridge could be provided. City staff is working with IRWD to complete a hydraulic study evaluating the feasibility of both possible points of service. Exhibit A is a colored sketch showing the IRWD reclaimed system and possible connection points. A service connection at Point 1 would require construction of approximately 3000 feet of water line to the entrance of Harbor Ridge at Crestwood Drive. A service connection at Point 2 would require the construction of approximately 2400 feet of water line to the same entrance point. Both proposed service connection water lines would be in the public street right -of -way. In addition to SUBJECT: Request to allow Irvine Ranch Water District to Serve Reclaimed Water to Harbor Ridge March 28, 2000 Page 2 the construction of a new IRWD service connection water line, new water lines must be constructed from the connection point to all of the water meter locations (approximately 40) within Harbor Ridge to provide the new reclaimed water service to the various green belt areas. The construction costs for these facilities are estimated to be in excess of $400,000 and will be borne by the Harbor Ridge Association. The separation of the potable and reclaimed water systems must meet State Health Department standards as well as being certified by the City's cross - connection crew at least once a year. The range of options being explored by staff, IRWD and the Harbor Ridge Association are between: Direct service to Harbor Ridge by IRWD, with a IRWD water main in the public streets and water lines in the Harbor Ridge streets constructed and maintained by the Association, and; IRWD selling the reclaimed water to the City through a master meter and the City - providing service to Harbor Ridge through water lines constructed by the City at Harbor Ridge expense. The City will be required to regularly inspect our system to make sure the proper separations are maintained, regardless of who constructs and owns the water service. The goal of the Harbor Ridge Association to conserve potable water by using reclaimed water for irrigation is commendable. The City intends to work closely with the Association and IRWD to determine if an economical program can be put in place to accomplish their goal. If it is the City Council's desire, staff will work with IRWD and the Harbor Ridge Association to put together a formal program that will serve the needs of Harbor Ridge and provide an example for the processing of similar requests. The IRWD line is adjacent to our Association boundary and can therefore, be easily connected to our lines providing water to our common areas. Permission to do this would provide great benefits to the City and the Homeowners Association. Currently we are using approximately 39,782,380 gallons of potable water each year to water our common greenbelt areas. This water could be saved for use as drinking water and as you know all forecasts predict a shortage of potable water in future years in Southern California. It is our plan to convert approximately one - fourth (114) of our irrigation pipes each year and if allowed to do this the savings in potable water will be very impressive. For instance: 1" year potable water saved 9,945,595 gallons 2nd year 19,891,190 " 3`d year 29,836,785 " 4d' year 39,782,380 " 51° year 99,455,950 Each successive year, approximately 39,782,380 gallons of potable water can be added to the four year total savings. To grant permission of this letter would give a strong statement of Newport Beach's commitment for environmental matters. Additional use of this reclaimed water would diminish excessive water the IRWD may want to discharge in San Diego Creek and the Upper Bay in the future. It seems like both parties could benefit from this proposal since the reclaimed water is currently at our border and connection can be made. We have worked with your staff and they are familiar with this proposal. At this stage it is believed that a resolution or motion approving use of IRWD reclaimed water is all that is needed, but your staff can best advise you on the actions that need to be taken by the City Council. Both your staff and the staff of IRWD have been very cooperative in working with us to explore this proposal. Thank you for your consideration of this proposal which would save potable water for the City and permit the Association to use less expensive water for irrigation purposes.
