CALL MEETING TO ORDER II. APPROVAL OF MINUTES MINUTES OF OCTOBER 30, 2014 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Thomas Residence Modification (PA2014-149) 437 Morning Canyon Road (Council District 6) Summary: A modification permit to allow a 304-square-foot addition to an existing 2,040-square-foot single-family dwelling that is nonconforming due to the interior dimensions of the garage. The existing two-car garage provides an interior width of 17 feet 3 inches and a depth of 21 feet 5 inches, where a minimum 20-foot by 20-foot interior dimension is required. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit No. MD2014-010. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 2. 115 30th Street Condominum Conversion and Tentative Parcel Map (PA2014-146) 115 30th Street (Council District 1) Summary: A tentative parcel map in conjunction with a Condominium Conversion application to convert an existing duplex for condominium purposes. No exceptions to Title 19 (Subdivision Code) development standards are proposed with this application. The Tentative Parcel Map would allow each unit of the duplex to be sold individually. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Condominium Conversion No. CC2014-006 and Tentative Parcel Map No. NP2014-016. CEQA Compliance: 1 The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). ITEM NO. 3. PUR Juice Bar Minor Use Permit (PA2014-158) 2744 E. Coast Highway, Suite #2 (Council District 6) Summary: A minor use permit to convert an existing 650-square-foot, vacant commercial tenant space to a new take-out service, limited eating and drinking establishment. The tenant space will be improved with a kitchen, service counter area, prep area, and a customer seating area with a maximum of six seats. No late hours (after 11:00 p.m.) or alcohol sales are proposed as part of this application. Recommended Action: 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit No. U P2014-036. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - i.e., Class 1 (Existing Facilities). IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V. ADJOURNMENT If in the future,you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted,you may be limited to raising only those issues which you(or someone else)raised orally at the public hearing or in written correspondence received by the City at or before the hearing.
