■ 4:00 p.m. to 9:00 a.m. daily
■ 4 annual permits per household, $16 /permit
■ Up to 6 guest passes, $1 each per day
■ Enforcement by license plate recognition
■ Balboa Village (Adams Street to A Street)
■ Establishes parking management overlay and plan
■ Eliminates off - street parking requirement for most
commercial uses
■ Maintains existing off - street parking facilities
■ Allows shared use of parking facilities
■ Suspends existing and future in -lieu parking fees
■ Reserves parking revenue from Balboa Village
■ Amends Off - street Parking Fund and Neighborhood
Enhancement Reserves
• Maintains existing funds but discontinues funding

revenues, approximately $347,000 per year

• Streetscape improvements on public or private property
• Beautification projects
• Commercial fagade improvements
• Transit, pedestrian, and bicycle infrastructure
• Wayfinding signage
• Acquisition, leasing or construction of additional parking
• Extraordinary maintenance programs
• Transportation, mobility or parking management strategies
• Shared parking and program administration
On- Street (Currently $1.50 per hour)
Non -Peak Season $1.00 per hour for the first 2 hours
$1.50 thereafter
Peak Season $2.00 per hour for the first 2 hours
$2.50 thereafter
Off - Street (Currently $1.50 per hour)
Non -Peak $1.00 per hour in all lots
(weekdays only in Balboa Pier Lot)
Peak Season no change all lots
Non -Peak Season — October through April
Peak Season — May through September
■ Voluntary Employee Permits
• $50 annual permit; $25 for each 4 -month seasonal permit
• Peak season: Balboa Boulevard center median west of Medina Way
• Non -peak Balboa Pier Parking Lot
■ Resident Permits would be $16 per year
■ Parking Validation Program
• Balboa Village Business Owners Association requested
• Staff proposal, validation paid by participating businesses
■ California Coastal Commission (CCC) approval required for
increased parking meter fees & RP3
■ For the RP3 — after CCC approval
■ Creation of permit system
■ Public outreach, education, and "open enrollment"
