SUBJECT: APPOINTMENTS BY THE MAYOR TO THE COUNCIL /CITIZENS AD HOC
COMMITTEES, THE JOINT GOVERNMENTAL COMMITTEES, AND THE
CITIZENS ADVISORY COMMITTEES.
BACKGROUND
Pursuant to Council Policy A -9, the Mayor on an annual basis appoints Council Members,
subject to Council confirmation, to serve on the various Council/ Citizens Ad Hoc Committees,
the Joint Governmental Committees, and the Citizens Advisory Committees. By virtue of
Council Policy A -9, the Mayor is a member of all Standing and Ad Hoc Committees. The
listing below indicates the membership of each of the committees and the blanks indicate the
positions to be appointed by the Mayor.

Confirm the following appointments as recommended by the Mayor:

SUBJECT: Orange County Sanitation District Board of Directors
Some city councils and special district board of directors will appoint a
representative to serve on the Orange County Sanitation District Board of
Member Directors. Whether your current representative extends their service or your
Agencies council or board appoints a new representative to the OCSD board, we ask
0 that you make that appointment as soon as possible.

The OCSD board will be making a critical decision on January 24 in regard to
the Groundwater Replenishment System (GWRS) and we want all directors to
have time to study the project and issues surrounding it. This is only one of
many issues identified in our Strategic Plan that the board will decide on
during 2001 and in the coming years.
Time is required to familiarize a new member with the issues facing the future
of wastewater management in Orange County — time we want to allow
continuing and new members to be able to make well- considered decisions.
We will provide a new board member orientation in early December and
welcome the new board members on December 20 at our regular meeting.
Please call Penny Kyle, Board Secretary, at (714) 593 -7130 to provide the
name of your city's or agency's active and alternate representatives by .
December 15, 2000 or as soon as possible thereafter. On behalf of the
OCSD Board of Directors and staff, we look forward to a continuing
partnership.

Council Members:
The term of office of your representative, Mr. Tom Thomson, will expire at the
end of this year. As you know, Mr. Thomson was appointed in January 1997 to
represent the City of Newport Beach. Since his appointment, he has attended
31 of the 48 meetings held by the Board of Trustees for a 65 percent record of
attendance.
Mr. Thomson has participated in the affairs of the Board of Trustees and has
served on the Finance, Vehicle and Equipment, Budget, and Personnel
Committees.
The qualifications for your representative on the Board of Trustees of this
District are stated in Section 2242 of the Health and Safety Code as follows:
"Section 2242. Each member of the board appointed by the governing body
of a city shall be an elector of the city from which he is appointed and a
resident of that portion of the city which is in the district."
Your representative is appointed to a two or four year term of office and cannot be
replaced except for cause. The representative may resign however.
Section 2245(c). The first term of any member shall not exceed two years.
Each subsequent consecutive reappointment, if any, may be for a term of
two or four years, at the discretion of the appointing power."
It is the Board's request that you reappoint Mr. Thomson, or a successor to him,
