Award bid to purchase 35 replacement mobile laptop computers for use in our marked police vehicles used by sworn personnel from "Dell Computer Corporation" for $83,580.00 from Capital Improvement Project (CIP) Budget Number 7017 C1820539. 2. Award bid to purchase screen coating overlay for 35 mobile laptop computers for use in our marked police vehicles used by sworn personnel from "Dell Computer Corporation" for $5,915.00 from CIP Budget Number 7017 C1820539. 3. Award bid to purchase "touch screen" retrofit for 35 mobile laptop computers for use in our marked police vehicles used by sworn personnel to "CPU Computer Repair" (as authorized by "Dell Computer Corporation ") for $23,931.25 from CIP Budget Number 7017 C1820539. BACKGROUND The Police Department currently has mobile laptop computers installed in all of its marked vehicles used by sworn officers. The existing computers are nearly five years old, were originally purchased from Federal grant funds and have exceeded their warranty period (parts replacement and labor). When purchased, these laptop computers represented the latest in technology and cost nearly $5,000 per unit. Based on the age of the computers, actual and anticipated repair costs outside of warranty, technology advances, and anticipated future requirements not supported by the current hardware, a request for replacing our mobile laptops was funded as part of a Federal COPSMORE Grant awarded to a consortium of Recommendation for Replacement Mobile Laptop Computers Page 2 Cities (lead by the City of Brea) including Newport Beach. A budget amendment was approved by the City Council in June of 2000, for fiscal year 2001, authorizing the expenditure of funds for purchasing grant approved items from CIP Budget Number 7017 C1820539. The value of the project to replace our equipment required staff to conduct a formal bid process. According to the Fiscal Services Manager, the process outlined in this report met or exceeded that obligation. It was the desire of the Police Department to deal directly with the manufacturers of the intended equipment to ensure the ability to purchase the latest in technology, to obtain the best possible price, and to establish a level of support capable only from a manufacturer. Our bid process involved only manufacturers of laptop computers with one exception. That exception was to allow "CPU Computer Repair" (CPU) to submit a quote for replacement computers. CPU is our current maintenance vendor for all of our laptop computers and they are also a reseller for "Toshiba" brand computers. We compiled a list of requirements for the mobile laptop computers (refer Appendix A) and submitted those specifications to "Dell Computer Corporation" (DELL), "Toshiba America Information Systems' (TOSHIBA) and "Gateway Computer Corporation" (GATEWAY). We also provided CPU with a list of specifications. We first used the Internet to configure our desired system and received retail pricing from each of the listed manufacturers' website. We then contacted each company requesting a written quote. After we received initial quotes from TOSHIBA, CPU and DELL, we learned that a new processor chip was being released. We were informed that pricing had been reduced and that further reductions were anticipated because of the release of the new chip. GATEWAY delayed several days in responding to our quote request and did so after the new chip release was announced. We allowed both DELL and TOSHIBA to submit new quotes during the process in an effort to obtain price reductions announced by both vendors. GATEWAY submitted a bid that reflected the price reduction. We did receive revised quotes from both DELL and TOSHIBA. We then evaluated all quotes in detail and compiled a spreadsheet listing all specifications and options by brand (see Appendix B). We also received a demonstration unit from each manufacturer of a similar model as was specified in this process and tested it in our environment. All the computers tested performed very well and all had similar features with one important exception. The model submitted by TOSHIBA only had a single mouse - pointing device. It did not have the additional "track pad" feature that the models from DELL and GATEWAY include as standard equipment. Although this was not a mandatory requirement, the additional mouse option is very Recommendation for Replacement Mobile Laptop Computers Page 3 helpful while using a computer in a mobile environment and is preferred by our employees. We also asked for the option of a "touch screen" retrofit. None of the manufactures offered a touch screen option from their respective manufacturing facilities. DELL and TOSHIBA did offer an after market option for touch screen and agreed to have that option installed by CPU. CPU also submitted a separate quote to install that option on either manufacturers device. GATEWAY did not offer that option but said they would investigate it for future requests. All three manufacturers and CPU were extremely cooperative during this process. All were very competitive in pricing and options. TOSHIBA in particular, made every reasonable effort to retain our laptop business by offering special assistance, guidance, pricing and access to their engineering staff located locally in Irvine. DELL proposed the lowest price and there is not a compelling reason to recommend the devices submitted at higher prices by TOSHIBA, CPU, or GATEWAY. DELL also proposed an after market addition of screen coating to filter ultra violet rays to enhance monitor visibility in the daylight. That amount was included once we determined that DELL would be our recommendation (see attached quote). DISCUSSION A. DELL DELL proposed a Latitude Model C800 Laptop Computer that met all of our specifications and was offered at the lowest price (see attached quote and specifications). B. TOSHIBA TOSHIBA proposed a Satellite Pro 4600 Laptop Computer that met all of our specifications but lacked a secondary touch pad mouse that although was not a requirement, detracted from its functionality in a mobile environment. The model from TOSHIBA was offered at the highest price of those submitted (see attached quote and specifications). C. GATEWAY GATEWAY proposed a 9500 Laptop Computer that met all of our specifications and was priced less than TOSHIBA and CPU but more than DELL. The actual model had not been released as of the writing of this report. The model we tested was a prototype Recommendation for Replacement Mobile Laptop Computers Page 4 similar to the unit proposed by GATEWAY (see attached quote and specifications). D. CPU CPU proposed a TOSHIBA Satellite Pro Model 4600 at a price less than the initial quote offered by TOSHIBA. The final quote from TOSHIBA was less than that submitted by CPU. CPU was given the opportunity to provide an additional quote but did not respond to that offer. CPU also is the choice for installing the after- market touch screen retrofit for both TOSHIBA and DELL. They also provided a separate quote to install the touch screen device for either manufacturer's product (see- attached quotes and specifications). CONCLUSION Based on a comprehensive investigation and approved bid process, we ask for your support as outlined in the recommendations contained in this report.
