CONFIRMATION OF NOMINEES
RECOMMENDATION
Confirm the nominations made by the Ad Hoc Appointments Committee.
At the regular meeting of the City Council held on April 24, 2001 the Mayor appointed Mayor
Pro Tern Ridgeway and Council Members Glover and Proctor to serve on an ad -hoc
Appointments Committee to review applications and make recommendations to the full Council
for the Board and Commission vacancies scheduled to occur on June 30, 2001.
At the conclusion of the application period (May 16, 2001) the committee reviewed the
applications on file and conducted interviews with a majority of the applicants on Wednesday,
June 13, 2001. The balance of the applicants are scheduled to be interviewed on Thursday, June
21, 2001.
Based on the timing of the completion of the interviews, the names and applications of the
nominees will be forwarded to the City Council in a supplemental report to be distributed on
Friday, June 22, 2001.
The vacancies are as follows (details of vacancies are outlined in attachment):

Committee conducted interviews for the scheduled vacancies on the City's Boards and
Commissions. At the conclusion of those interviews, the Committee is recommending for

Why I Wish to Serve on the Board of Library Trustees
It's time for me to give back to my community. I have lived in Corona del
Mar for almost 23 years. Although I grew up in Altadena, my parents owned a house
on Balboa Peninsula from the early 60's until it was sold 4 years ago following my
mother's death. During my high school summers, I spent many weeks at that house,
as well as other memorable weeks on Balboa Island or the Peninsula with my high
school buddies. My children grew up in Newport Beach and went to school here,
both graduating from Corona del Mar High School. Gibson, Dunn & Crutcher LLP,
my law firm, had its offices in Newport Center from the time I started working there
in 1977 until the early 90's. My friends live in Newport Beach. My husband and I
are members of both the Balboa Bay Club and the Balboa Yacht Club. Many of the
most important parts of my life have involved Newport Beach.
When my children were young, my time with them was most important to me.
Since I was also developing my law practice, I had little time to become involved in
my community, although I have sat on various Boards almost since moving here in
1977. After my children left to pursue college and their own lives, I have had an
increasing commitment to my community and have become more involved in various
organizations. However, I have never directly participated with any institution in
Newport Beach, other than the schools. I believe it is now time for me to give some
of my time and effort to help this City that has been so central to my life.
My involvement with the Newport Beach Public Library in particular seems
appropriate for two main reasons:
First, as an avid reader and former history teacher (Henry Ford Community
College in Dearborn Michigan where I taught World History and Latin American
history), I have always been drawn to libraries. While in college I worked for a short
time at the Lincoln Heights branch of the Los Angeles Public Library and, as a
student, I worked in the university libraries at both Pomona College and Stanford
University. My husband and I have been financial supporters of the Newport Beach
Library through the Library Foundation and have attended several of the
Distinguished Speaker Lecture series. My involvement with the Humanities
Department at UCI also evidences my commitment to literature and learning.
Second, given the recent controversies surrounding the Library, I believe my
experience and skills might benefit the Library Board. My work as a transactional
attorney consists of negotiating complex transactions and seeking agreement and
closure on issues of controversy and importance to the parties involved. This work
requires that I have a practical understanding of the bottom -line and the process of
decision - making. It also requires an insight into the psychology of conflict and
conflict resolution. In addition to my professional skills, I have been the president of
a bipartisan political action committee, Women in Leadership, for most of its 6 year
existence. Because the group is bipartisan, my role as president has required that I be
able to create an atmosphere in which Republicans and Democrats are able to work
together in harmony and friendship and achieve the goals set forth in our charter. The
success of this group, and the fact that my friends include people with such differing
political viewpoints as Republican Marilyn Brewer and Democrat Loretta Sanchez,
evidences my experience in bridging differences of opinion, creating an atmosphere
of cooperation and achieving concrete results.

1 wish to serve the Newport Beach Public Library because I believe one should use
one's talents and energy in service to the community and because I believe I have
experience and talents that would be particularly beneficial to the library. Imbued by
my parents with the notion that one must support one's community in order to justify the
significant support a community gives to its residents, I have been active in community
and philanthropic organizations for what now must be measured in decades. These
activities have ranged from the spiritual to the scientific to the political (on this form a�.e.
listed only a sampling).
Having spent my professional career in higher education, I am well versed in the
operation and role of the library. While provost at Chapman University, I had
administrative responsibility for the library, giving me extensive knowledge of the
resource needs of a library. This experience also gave me great insight into the ways
that a library can and should serve the needs of the community.
I believe I could bring my skills and interest into focus as a Public Library trustee and
help maintain if not enhance our library's enviable position as the third best fibrary all
the nation for a city our size.

• Application for Appointed Position
David R. Colley
I am applying for a position on the City Arts Commission because I am interested
in seeing the Arts flourish in Newport Beach. All the residents of Newport Beach
have a right to the finest in options for themselves and their families regarding
the Arts. Newport Beach has a long history of leadership and I am interested in
helping to maintain and grow that reputation.
I feel I am a strong candidate for this position for a number of different reasons:
Business Experience
My business background is largely in the Health Care Consulting field. After
graduating from Duke University I took a position with Baxter Healthcare
Corporation in Chicago. I received my MBA from the Wharton Business School
of the University of Pennsylvania. I then took a position in the Chicago office of
Booz, Allen and Hamiltion, a worldwide management consulting firm.
In 1994, several partners and I started a health care management consulting firm
called Stamos Associates. This firm began with five employees and by 1997 had
grown to 35 in several offices. I moved to California in 1996 to help start the
West Coast operations of the firm. We decided to sell the organization in 1997 to
Ross Perot of Perot Systems. In partnership with Mr. Perot's team, we formed a
larger health systems consulting practice, headquarted out of Dallas. After a
year with this new organization I chose to end the constant travel inherent in this
career and take a sabbatical from the business world.
In the last two years I have been managing my own portfolio of financial and real
estate investments, and working as an actor. Recently I have joined the financial
planning firm of Waddell & Reed as a Financial Advisor.
I plan on bringing this business background to the City Arts Commission if
appointed. I have been a successful corporate employee as well as
entrepreneur. My leadership skills in growing and managing business have been
rewarded throughout my career. My strong educational background at Duke and
Wharton have given me business skills which allow me to bring a professional
business perspective to the Arts Commission.
Artistic Interests
I have a long history of interest in the Arts. I began playing the clarinet in 4th
grade, and continued playing for almost 20 years. 1 still manage to take my
clarinet out of the case occasionally and practice a few of my favorite pieces!
I have also performed widely as an actor over the last 15 years. I began in
• college and graduate school productions and have performed regularly for the
last three years. I have performed here in Newport Beach, at the Newport

Theater Arts Center, as Lenny in Neil Simon's Rumors last year. My most recent .
show was at the Cast Theater in Hollywood as Jimmy in The Gingerbread Lady.
1 am represented by an agent in Los Angeles and am working on adding to my
film and television experience.
I am also an avid audience member of all types of art, including symphonic
music, theater, dance, film and popular music. I would welcome the opportunity
to bring this enthusiasm and experience to the Arts Commission.
Political & Civic Experience
I have a long history of participation in the political process of the communities in
which I have lived. I grew up outside of Washington DC, where my father worked
for the House of Representatives. This early exposure to the political process
fostered my leadership roles in clubs and organizations throughout my life. Most
recently, I have served on the boards of alumni organizations of my two alma
maters and on a national board of a political organization based in Washington
DC. I am comfortable with the political process and understand the
responsibilities involved in serving in a board -level capacity.
Quick Immersion in Newport Beach
Although I only moved to Newport Beach last year, I have taken root rapidly in
the community. I purchased a three -unit building on the Balboa Peninsula and
am living in the upper unit. This commitment to the community has already
introduced me to various aspects of city government and forged relationships
with neighbors. I have encouraged several other professional friends to move
into the area and am happy to report that they are enjoying their new
surroundings as well.
Upon moving here, I also chose to immediately audition and obtain a role in a
Newport Theater Arts Center production. This was a wonderful experience in all
areas: a positive artistic experience, interacting with the strong management
team at NTAC, and the opportunity to become acquainted with members of the
theater community in Orange County.
Summary
In conclusion, I feel that I am a strong candidate for the Arts Commission due to
my business background, experience as an artist and arts patron, and political
acumen and leadership. I would like the opportunity to bring these experiences,
relationships and skills to the Arts Commission. I would like to see a continued
commitment to the arts in our community and an expansion of projects in areas
previously under - developed.

. NEWPORT BEACH ARTS COMMISSION APPLICATION
The Arts Commission of the city of Newport Beach is an instrument of our
citizens' dedication to the quality of life and diversity of experience brought about by a
cultivation of the fine arts in our city. Growing up in Orange County and receiving the
early stages of my musical education here, I have watched as orange groves have
transformed into a world class Performing Arts Center, and I have seen the Pacific
Symphony grow up from a coalition of local musical talent to take its place as one of the
finest regional orchestras in the nation. My purpose in volunteering for service on the
Arts Commission is to continue to foster an environment where children and adults are
entertained and educated by world class artists in all genres of the fine arts, and where our
city not only encourages the success of local artists, but attracts talent and art lovers from
around the world.
My personal and professional background in music and education may provide
knowledge and experience that would benefit the Commission. I have earned a BA in
music education from the University of Central Oklahoma, a BA in history from UCLA,
and have also benefited greatly from musical studies with Doctors Charles Rutherford
and Alan Remington at Orange Coast College. Throughout my career as a trombonist, I
have had the honor of performing professionally with many organizations across the
country, including the Oklahoma Symphony, the Jimmy Dorsey Orchestra, Princess
Cruise Lines, and others. Although music is not my profession any longer, I still remain
active as a regular member of Big Band 2000 (appearing often at the Balboa Bay Club),
Bones West Trombone Choir, and the Balboa Bachelors Brass.
This last group serves as a good example of why I see such rich environment and
tremendous opportunity for the arts in Newport Beach. The Balboa Bachelors Christmas
Brass was formed by myself, Randy Wallen and Eric Vandevelt when we were high
schoolers nearly 20 years ago. What began as five eager youths playing for tips under
street lights at the Balboa Island Boat Parade has become, through the years, a close circle
of friends, family, and residents of the Newport Harbor area that have generously invited
us into their homes and Holiday events, allowing us to share our good spirits and what
talents we are blessed to have. This group has had the good fortune to play for the
Christmas tree lighting ceremonies and June Parade on Balboa Island, has played at the
Chamber of Commerce and at myriad homes and events in Newport, has volunteered
each of the last 10 years at the Hoag Hospital Cancer Center, and also has the honor of
having been granted a personal audience to play for President Ronald Reagan. I include.
this only to illustrate the opportunities for friendship, career, and extraordinary experience
afforded to me as a musician in Newport Beach, and as an example of the kind of
opportunity and environment I wish to preserve and improve in our city.
Upon my return to Newport Beach from Oklahoma several years ago, I began to
become involved in local organizations that support the Fine Arts. I currently serve on
the Programming and Steering committees of the Balboa Performing Arts Theater
Foundation, and have been involved with that organization for the past two years. I am a
current co -chair of the Hot Blues Festival, a fundraiser by Center Stage (a Guild of the
OC Performing Arts Center) to benefit educational programming at the OCPAC, and also
will serve as Recording Secretary for the Balboa Committee of the OC Philharmonic
Society. I am a regular volunteer for the KLON pledge drives, and also volunteer my
time to the Newport Harbor Area Chamber of Commerce Governmental Affairs
Committee and the Ritz Brothers Charities. My profession as a Financial Advisor with
Merrill Lynch in Fashion Island often brings me into contact with philanthropies and
supporters of the Fine Arts in Newport Beach, and through it all, Rick Sherman still lets
me sit in and play a tune at the Village Inn when I can find the time!
My thanks to the City Council for giving time to consider my application. As a
member of the Arts Commission, I will strive to seek out and select those exhibits,
performances, and artists which display the high quality and standards kept by the citizens
of Newport Beach. I will endeavor to maintain the facilities and artistic attractions in the
city in a manner that creates pride in our culture and creativity. In short, my aim is to
return with my efforts the gifts I have received as a performer and patron of the arts in
Newport Beach, and to ensure that people of all ages are afforded opportunities for
diverse cultural and artistic activities in the years to come.

When 1 applied 4 years ago to become an Arts Commissioner 1 was really
unaware of the tasks, responsibilities and time commitment needed to serve
the City —1 just knew 1 had a love of the art world and had always enjoyed
following local politics. Since then, 1 have grown to enjoy the Arts
Commission tremendously and feel 1 have become a valuable member of our
7 person group. l served as Chairman of the Arts Commission in 1999 -2000
and that particular year saw many opportunities for tact and diplomacy as
we were just beginning our pursuit of an arts and cultural center.
Now 1 see there is more work to be done as the site that was proposed for
the center has been eliminated. 1 feel the ad hoc committee and all involved
worked so very hard on this sensitive matter — and now it is time to move on
and start anew to find a locale that is acceptable to all. 1 would very much
like to be a part of this process. !f it is not to be, then we must use existing
venues for our projects.
1 have also served as exhibitions chairman and this is one of my favorite
committees. The line up of over 300 artists, the jurying process, the hanging
of the work in City Hall and the reception and award presentation by our
AhMayor has such a wonderful community outreach. 1 am always amazed at
the display of local talent. This type of program allows our citizens to see
the importance of art in our culture and creates opportunities to invite the
public to feel more comfortable with one or more of the many dimensions
that art can offer.
Another gratifying responsibility we have is that of awarding grants to
various local performing and/or visual art groups to benefit our children
(and adults) directly. We receive over 100 applications, and must decide
who will receive financial help to promote the arts — a time consuming job.
Yet each time 1 read these 1 am struck by the number of dedicated groups
who do so much with very little assistance. One " thankyou" letter
illustrates the importance of these programs that are made possible through
our grant program... the Principal at Harbor View Elementary School wrote
— "... the performance provided by your grant helped students reach their
grade -level goals and objectives while providing a memorable and
meaningful experience for every child. This kind of partnership shows our
students that there are numerous groups in their lives which desire to help
them become enthusiastic and competent learners ".
There are many more tasks ahead of the Arts Commission. We need to .
review the City policies relating to the arts; specifically financial support for
arts and culture, donation of art to the City and art in public places. This
Commission has become an important part of my life and I would be
honored to be reappointed for another 4 year term. I believe the Arts
Commission has grown in importance and integrity in our position in City
government and I look forward to continuing this positive development.

I would like to see Newport Beach have a plan and vision that
would keep the historic and cultural areas as a priority in its overall
design. Newport Beach must continue to covet its cachet as a coastal
city with charm and a historical pedigree. We have an extraordinary
city full of history, unique islands, a rare small boat harbor, and a
world- renowned name. As people from all parts of the world converge
on our city it is even more important for us in this wonderful city to
keep the integrity of the city's historical past alive.
In order to pursue a cultural vision for Newport Beach, we must
maintain the architecturally significant areas such as the Cannery,
Balboa, Balboa Island, and the Mariner's Mile as a place where people
can feel and appreciate the quaintness and historical provenance of
our great city. It is my feeling that these areas along with Lido
Village, Corona Del Mar, and all historical buildings should be carefully
planned and guarded.
The city should be actively involved in festivals that reflect the
history, art and culture that has played a central role in the life of the
people. The city should have an on going involvement in theatre, art,
music, and bay activities. A harbor city that wants to attract affluent
tourists, and families needs to develop a personality and presence that
will be appealing to its market. I think Newport Beach needs to look at
Santa Barbara and Carmel for role models. The Cannery and Balboa
are excellent examples of areas in transition that need to have a
vision. Perhaps as development occurs the city could invest in period
light fixtures, outdoor furniture, and landscaping, much like the plan
being done in Corona Del Mar.
My hope is that this commission would look out for the peoples'
interest and the culture of the city. This is the heart and soul of the
city. It is tempting to give in to new, bigger, better, and more. This
just leaves us with what any other city can do. The old is like an
antique, something that just improves with age. We must not let
Newport Beach's real character become just a stepchild to Newport
Coast and Fashion Island. 0
When one travels to Europe and other wonderful countries we
are in search of the roots, charm, history, and the nuances of each of
the individual cities. This is something we are learning to preserve in
each of our own communities all across America. Orange County has
less than its share of architecturally historic areas. We must commit
to retaining our heritage for the future of our city.
I hope I may be able to help with my love for the arts, history,
architecture, water, and gardens. Thank you for your consideration of
my appointment to the Arts Commission.

I am a thirty-two year resident of our fine city. I am also a Corona Del Mar High School
graduate in 1973, and alumnus of U.C. Irvine. I opened my law practice in Newport Beach in 1980
and continue to conduct business in Newport Center to this day.
I love our city and would like to participate in its future more directly by working on a board,
commission or committee.
I was recently asked by Jean Watt to jointhe Board of Directors of the Environmental Nature
Center (ENC) on 16' Street. I have found this opportunity most rewarding and would like to further
assist the community.
I am a licensed attorney at law and Department of Real Estate qualified lecturer on real
property matters. My son attends Sage Hill High School and intends to reside in Newport Beach

Reasons / Qualifications for Selection
I have been very active in Newport Beach community affairs for the past 30 years. Currently, I
am Chair of the Parks, Beaches and Recreation Commission (PB &R). (I am in my first term.)
There are numerous endeavors under way in PB &R that I am deeply involved with that I would
like to see brought to fruition. These efforts include:
1. Completion of Bonita Canyon Sports Park.
2. Completion of Arroyo Park.
3. Completion of landscaping efforts at Castaways Park with pending approval of a grant of
$225,000 from the California Conservancy.
4. Conducting public hearings and providing guidance to contractors selected to prepare plans
and environmental documentation for the construction of Upper Bayview Landing View
Park. Results to be presented to City Counsel for review /comments.

5. If funding approved by City Council, commencement of public hearings and planning efforts
on parcel of land behind main library identified as Newport Village for utilization as a
passive park.
6. Initiation and participation in planning of development of Cal Trans West area into a .
developed park, assuming bill in state legislature allowing purchase of land from Cal Trans at
their acquisition cost is passed and land is obtained by Newport Beach.
7. Contributing to recommendation for utilization of Marinapark property in conjunction with
City Council direction.
8. Making recommendations to the City Council on utilization of approximately $600,000 that
should soon be available for park utilization as part of state park bond initiative that was
approved.
Having been involved in the above items as a participant and in a leadership role, I feel I can
greatly contribute to the completion of the above items, which will make a significant impact on
the quality of life in Newport Beach.
In addition to my efforts on the Parks, Beaches and Recreation Commission, I have been very
active on the boards of three homeowner associations in diverse parts of the city (West Newport
and Corona del Mar) in leadership roles (Irvine Terrace - 7 time President, Corona del Mar
Residents Association - Chairman, West Newport - 0 VP. Additionally, I was chairman of the
city Bicycle Trails Citizens Advisory Committee.
My efforts in the homeowner associations were directed toward beautification and community
improvement. Some of these current and past efforts included:
• Active participant in improving Business District of Corona del Mar with the current Vision •'
2004 plan.

• Obtaining Irvine Terrace Association funding and upgrading the landscaping and lighting on
the Pacific Coast Highway main entrance to Irvine Terrace.
• Working extensively with Public Works on the upgrade and selection of landscaping to
upgrade the El Paseo median divider and corridor after the extensive storm drain installation
which left the area in an unsightly condition.
• Obtaining Irvine Terrace Association funding and installing lighting at the El Paseo entrance
to Irvine Terrace and under nine large olive trees in the median which not only enhances the
aesthetics of the area, but provides a safety factory on the previously dark, long median
divider on which several accidents have occurred.
• Instigating the creation of a landscaping plan for Bayside Drive between Jamboree and El
Paseo, as well as instigation of the approval of capital dollars in the city FY 97 -98 budget to
implement the plan which resulted in the aesthetically pleasing wall and landscaping on the
northeast comer of Bayside and Jamboree at the entrance to Balboa Island.
• As a Board Member of the West Newport Association, worked extensively to create and
landscape West Newport Park.
• Worked with City personnel to ensure street ends to the beach in West Newport, which are
paved (with funds from the settlement of the West Newport Beach front patio infringement),
• include landscaping.
• Helped direct efforts in West Newport to underground facilities.
As for my overall background, I have lived and worked in Newport Beach for the past 34 years
and have two children who attended Newport Beach schools (from kindergarten through Corona
del Mar High School).
I retired from Ford Aerospace in Newport Beach after working there for 30 years in Engineering,
Program Management and Marketing capacities. I have lived at 1601 Bayadere Terrace since
1969 and I have owned property in West Newport (where my daughter previously lived) as well
as Old Corona del Mar. As reflected by the above of having worked and lived in Newport Beach
for a long period, I have deep roots in the community and am committed to the betterment of our
city. I feel my experience and involvement with community efforts in different parts of the city
have provided me an excellent overview of concerns of the whole city and would allow me to do
an exceptional job on the City Parks, Beaches and Recreation Commission.

I have thoroughly enjoyed my experience as a Planning Commissioner.I believe that I have
successfully translated my experiences as a president of a home owners association and
my business experience into a balanced view of our City. I have served on numerous
committees (see attached) which have enhanced my knowledge of key community issues
from the Traffic Phasing Ordinance and it's impact on circulation to the Alcohol -
Beverage Ordinance and it's impact on the quality of life on the Balboa Peninsula.
My decisions have reflected a balance between the fiscal needs of Newport Beach and
the importance of maintaining key elements important to the maintainance of
our aualitv of life.

AS a 12 year resident of Newport Beach and as a business owner
in the City, I believe I have a strong interest in the health,
welfare and future of the City. My background in real estate
and the law has prepared me for the challenges faced by Commission
members in making intelligent decisions regarding the issues before
them. I have served the youth of this City in my roles as Cubmaster
and Assistant Scoutmaster with the Boy Scouts and I am ready to take
on new leadership positions in the Community.
