However regarding the issue of the vessel side -tied near your property line, it would appear that it would have to cross over into your permit area when docking or pulling away from the dock. This Would appear to be the case for the small vessel berthed at the back of the dock, since it has no other choice, if it goes around the above mentioned side -tied sailboat, but to cross over into your permit area. The Fire and Marine Department has always encouraged adjoining neighbors to work out disputes of this type in a way that is amicable to both parties. When that fails, and a violation of the Newport Beach Harbor Permit Policies is at issue, the Marine Envirom-nental Management Division may assist in arriving at a solution to the problem. This office is hopeful that both you and Mr. Brewer can arrive at a mutually acceptable agreement in regards to the use of the harbor permit areas bayward from your residences. Discussion These applications require City Council approval under the conditions of.approval of the City of Newport Beach "blanket" permit for main- tenance dredging issued on February 12 by the U. S. Army Corps of Engineers.
