SUBJECT: BOARD OF LIBRARY TRUSTEES VACANCY
RECOMMENDATION
Appoint one of the two nominees (Theresa Chase or Cecilia Flanagan) to fill the vacancy
on the Board of Library Trustees, which was created as a result of the resignation of
Catherine Saar- Kranzley. The appointment will be effective immediately and will
expire on June 30, 2006.
BACKGROUND
On July 9, 2002 the Council confirmed the nominations of Theresa Chase and Cecilia
Flanagan to the Board of Library Trustees.
As per Council Policy A -2, the following is the procedure for voting on appointments to
City Commissions, Boards and Committees:
A. The Council will vote on all appointments and seats on each Board / Commission
simultaneously. The voting will be by paper ballot and the City Clerk will
tabulate and announce the results, including the vote tally.
B. Each member of the Council will cast the number of votes as indicated on the
paper ballot for each seat from the list of the nominees. In order to be appointed,
the nominees must receive at least four votes.
C. For boards/ commissions with two vacancies, if two of the nominees receive four
or more votes, they will be automatically appointed.
D. If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.

E. In the event that no one receives four votes, nominees receiving zero or one vote
will be dropped and the Council will cast two votes from the list of the
remaining nominees and the determination will be made as previously stated.

am interested in serving on the Board of Library Trustees for the City of
Newport Beach. I am passionate about books and libraries as they make
books accessible to all people. I have a well- balanced education, career
background, and set of skills that would be useful to the Board. My academic
ducation included the art history, architecture, and urban planning classes
that one would expect of my majors as well as many graduate business
lasses, literature, and history classes. I am an avid reader and have
participated in three books clubs, two of which I organized. One of these book

retired until recently when I started a small landscape design business.
Nly community experience includes the following. I am chairperson of our ,
school site council, a member of the school's library committee and I work in
my children's classrooms and the library. I help raise funds for our school,
including a Chinaberry book fair I organized last fall for our library. I
started and continue to run a children's musical theatre group in our
neighborhood, the Port Street Players, which has put on two productions a
year for the last three years, including Pirates of Penzance and The Sound of
Music. I organized a letter- writing campaign in support of upper grade class-
size reduction in California public schools and wrote letters, published
articles for our neighborhood newsletter, and distributed signs and flyers
opposing Measure W and encouraging support of extending JWA flight
restrictions.

SUBJECT: LIBRARY BOARD OF TRUSTEES VACANCY
RECOMMENDATION
Confirm the nomination of and made by
the Ad Hoc Appointments Committee for the current vacancy on the Library Board of Trustees.
BACKGROUND
At the regular meeting of the City Council held on June 11, 2002 the Mayor appointed himself
l and Council Members O'Neil and Proctor to serve on an ad -hoc Appointments Committee to
review applications and make recommendations to the full Council for the trustee vacancy.
At the conclusion of the application period (July 3, 2002) the committee reviewed the
applications on file and conducted interviews with selected applicants on Tuesday, July 9, 2002.
The applications of the nominees will be distributed at the meeting on July 9`h.
The appointment is scheduled to occur on Tuesday, July 23, 2002. The new term will be
effective immediately with an expiration date of June 30, 2006.
