CALL MEETING TO ORDER 11. APPROVAL OF MINUTES MINUTES OF DECEMBER 23, 2014 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Janes Residence Modification (PA2014-139) 121 Harbor Island Road Summary: A modification permit to allow a 1,067-square-foot addition to an existing 4,803-square-foot single-unit dwelling with nonconforming parking. The property provides a two-car garage measuring 19 feet wide and 21 feet 9-1/2 inches deep where a minimum 20-foot by 20-foot interior dimension is required, and a third unenclosed space in the driveway measuring 8 feet 3 inches wide and 19 feet deep where an enclosed 10-foot by 20-foot minimum interior dimension is required. As proposed, the garage will be modified to provide an interior width of 19 feet and depth of 20 feet, and the driveway space will be expanded to a width of 10 feet and depth of 19 feet 6 inches. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit No. M D2014-009. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 2. Shaoulian Lot Merger (PA2014-218) 328, 332, and 340 Old Newport Boulevard Summary: A lot merger application and a request to waive the parcel map requirement to combine four legal lots into a single parcel for future office development. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. approving Lot Merger No. LM2014- 005. Zoning Administrator Hearing January 15, 2015 CEQA Compliance: Page 2 All significant environmental concerns for the proposed project and future office development have been addressed in a previously certified environmental document, and that the City of Newport Beach intends to use said document for the above noted project, and further that there are no additional mitigation measures that should be considered in conjunction with said project. Copies of the previously prepared environmental document (Old Newport Blvd GPA Mitigated Negative Declaration — PA2008-047) are available for public review and inspection at the Planning Division or at the City of Newport Beach website at www.newportbeachca.gov/ceqadocuments. IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V. ADJOURNMENT This hearing is subject to the Ralph M.Brown Act.Among other things,the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two(72)hours in advance of each regular hearing and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator.The Zoning Administrator may limit public comments to a reasonable amount of time,generally three(3)minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act("ADA")in all respects. If,as an attendee or a participant at this hearing,you will need special assistance beyond what is normally provided,the City of Newport Beach will attempt to accommodate you in every reasonable manner.If requested,this agenda will be made available in appropriate alternative formats to persons with a disability,as required by Section 202 of the Americans with Disabilities Act of 1990(42 U.S.C.Sec. 12132),and the federal rules and regulations adopted in implementation thereof.
