DISCUSSION Background The Recreation Et Senior Services Department has received a request from the Newport Harbor High School Surf Team for a Surf Contest, the Newport Classic, on February 1 -2, 2003. In accordance with City Council Policy 1 -8 — Bike, Foot Race and Surf Contest Policy, Surf Contests may not be held within 3 weeks of each other. This date if approved would be a week prior to a contest scheduled for 5&h Street on February 8 -9 (sponsored by NSSA). The Newport Classic is local fundraiser contest for the Newport Harbor High School Surf Team. In order for the contest to be successful, it is necessary to schedule a weekend that other Junior - level contests are not being held in Orange County. The applicant originally requested January 18 -19, however that conflicted with another major contest in Orange County. Subsequently, the organizers spoke to staff and identified only two weekends that were not a conflict, however both were within three weeks of another contest scheduled in Newport Beach, Since staff is not able to approve an application not consistent with Council Policy, the request has been denied until such time as Council approves the recommended date of February 1 -2 or March 16 -17 (an alternate selection by the applicant). The Newport Classic is a local contest, that encourages elementary and junior high school students to compete. There is also a girls division to encourage their participation. As this is a small local event there will be no scaffold, large stage or sound system. Therefore, staff recommends the approval of this event. Due to the late receipt of this request, this issue was not presented at the November Parks, Beaches and Recreation Commission meeting. The applicant cannot wait until December for confirmation of a date since it would impact publicity efforts.
