CALL MEETING TO ORDER II. APPROVAL OF MINUTES MINUTES OF FEBRUARY 12, 2015 III. PUBLIC HEARING ITEM(S) ITEM NO. 1. Byers Residence Parking Modification (PA2014-219) 224 Coral Avenue Summary: A modification permit to allow a 21-percent addition to an existing nonconforming single- family residence where the code limits additions up to 10 percent of the existing gross floor area when the required parking dimensions are not provided. The garage currently provides a 17-foot 9-inch width and a 19-foot '/z-inch depth where 20 feet is required for both dimensions. At the time it was constructed, the garage dimensions were in compliance with the requirements of the Zoning Code. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. ZA2015- approving Modification Permit No. MD2014-013. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). ITEM NO. 2. Shiloh LLC Lot Merger (PA2014-223) 4607 and 4615 Brighton Road Summary: A lot merger application and a request to waive the parcel map requirement for two properties, under common ownership, located within Cameo Shores. The merger would combine two legal lots, Lots 147 and 148 of Tract 3357, into a single parcel for the future development of a single-unit dwelling. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Lot Merger No. LM2014- 006. 1 Zoning Administrator Hearing February 26,2015 Page 2 CEQA Compliance: The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). ITEM NO. 3. Edson Residence Modification (PA2014-138) 2140 East Ocean Boulevard Summary: A modification permit to allow an approximately 43-percent addition to an existing nonconforming single-unit residence where the code limits additions up to 10 percent of the existing gross floor area when the required parking dimensions are not provided. The addition would consist of an 87-square-foot garage and storage area expansion on the first level and a 667.50-square-foot conversion of attic area to living area on the second level. The garage currently provides an interior width of 17 feet 6inches and a depth of 19 feet, where a minimum 20-foot by 20-foot interior dimension is required. Recommended Action: 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _ approving Modification Permit No. MD2014-008. CEQA Compliance: The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). IV. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on non-agenda items generally considered to be within the subject matter jurisdiction of the Committee. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record. The Committee has the discretion to extend or shorten the speakers'time limit on non-agenda items, provided the time limit adjustment is applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the silent mode. V. ADJOURNMENT This hearing is subject to the Ralph M.Brown Act.Among other things,the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two(72)hours in advance of each regular hearing and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator.The Zoning Administrator may limit public comments to a reasonable amount of time,generally three(3)minutes per person. It is the intention of the City of Newport Beach to comply with the Americans with Disabilities Act("ADA")in all respects. If,as an attendee or a participant at this hearing,you will need special assistance beyond what is normally provided,the City of Newport Beach will attempt to accommodate you in every reasonable manner.If requested,this agenda will be made available in appropriate alternative formats to persons with a disability,as required by Section 202 of the Americans with Disabilities Act of 1990(42 U.S.C.Sec. 12132),and the federal rules and regulations adopted in implementation thereof.
