The existing Bulkhead was constructed of "poured -in-place" concrete. 2. New tierods were installed in the existing Bulkhead approximately fifteen (15) years ago. 3. There are several cracks in the existing Bulkhead but I could not detect any leaks. 4. By checking the concrete patio join with the existing Bulkhead I observed a slight separation along the Westerly edge but the separation appeared to be quite old. Based on my observation, I would say that ' the existing Bulkhead has moved slightly sometime in the past. CONCLUSION At the present time I do not believe that there are any problems with the existing Bulkhead but would suggest the following: 1. Have the cracks in the existing Bulkhead repaired in order to prevent any future leaking of the Bulkhead. 2. Do periodic inspections of the Bulkhead for any movement. Newport Blvd - Area Code 714 673-2110 February 22, 1973 Dear Property Owner: Many of the older seawalls in the West Newport Channel area are not high enoughto retain amaximum high tide. In December of 1972, a high tide of 7.1 feet was forecast. Actual measurements made by the Public Works Department at the Newport Island Bridge showed a water surface elevation exceeding 8.3 feet. As a result a number of streets and homes were flooded by water flowing over the tops of the seawalls. One relatively inexpensive solution to the seawater flooding problem is to raise the top elevation of all of the existing seawalls to 9.0 feet above mean lower low water. The City has raised all of its street end seawalls. Street ends that do not have seawalls will be improved as funding permits. In order for this program of eliminating seawater flooding to be successful, it will be necessary for each property owner to raise his own seawall. A typical Oesign using concrete blocks is shown on the attached sketch. This type of construction will withstand a high tide, but it should not be'used'as a retaining wall to raise the level of a patio floor.
