Dear Council Members:
On 26 July 1999, sir (6) years ago to the day. Tony Melum, then Deputy Chief Marine Environmental Division,
came before the City Council and said that prior to 1994 RP801 -00011 was listed as a shore mooring. The
documents I have handed to the City Council on 10 May 2005 and 24 May 2005 (copies of which I have for the
newly appointed City Council member, Edward Selich ) show that Tony Melum "lied."
On 12 July 1988, Ray Garver, then Lieutenant Marine Department, sent a letter (Page 12) to the "801" permit tees
on The Grand Canal. This letter was followed by a letter (Page 13) dated 20 October 1998 from Tony Melum, then
Tidelands Administrator, in which he notes moorings on The Grand Canal, as well does his letter (Page 14) dated
26 December 1988.
On 12 November 1998, Wes Armand, then Inspector Fire and Marine Department, stated in a letter (Page 1) " .. .
regarding the mooring in the Grand Canal. . . " (for J M Hildreth) " ... (it) was approved at that location by the
City in 1976 and it is listed as a pier permit."
City Billing Records for 1991 (Page 3) and 1990 (Page 4) show payments for RP801 -00011 from J M Hildreth.
The drawings presented are for bayward Piers (Page 6) and Grand Canal - Platform and Steps (Page 7 and 8).
The specifications for shore moorings (Page 9) are for bayward County of Orange shore moorings, not for The
Grand Canal.
Also included are four (4) pictures (Pages 10 and 11) showing moorings in The Grand Canal next to access
structures, Platform and Steps.
With all this, and the other documents presented to the City Councils taken into consideration, I would like to
know exactly how I am to access this location. As you should know that once property rights have been established
they cannot be denied
Please answer this question for me now, "exactly bow I am to lawfully and safely access this location."
