SUBJECT: Resolution - _ Request of a $15,000 California Coastal
Commission Grant for High School Chemistry Educational Material
development
ISSUE:
Should the City apply for a $15,000 grant from the California Coastal Commission Whale
Tale Grant program to create new educational materials related to chemistry of the
tidepools and watershed for high school students?
RECOMMENDATION:
Adopt Resolution -_ requesting a $15,000 grant from the California Coastal
Commission for new educational material.
2. Direct staff to implement educational material /development program if the whale
tale grant application is approved by the Coastal Commission.
BACKGROUND:
Currently, the Harbor Resources Division of the City of Newport Beach offers an
educational program that teaches elementary students about tidepools and the marine
animals associated with them. There is no current program aimed at high school
students that emphasizes the importance of the tidepools or keeping the environment
clean. The proposed program seeks to transcend basic chemistry teaching behind the
'how's' and teach the next generation of adults (the high school students) the application
of chemistry in the real world, the importance of a healthy environment in a delicate
biosphere, remind students that what they do at home directly affects their local
beaches, in turn empowering them to take action at home to positively affect watersheds
near them.

RESOLUTION
A RESOLUTION OF CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING A GRANT IN THE AMOUNT
OF $15,000 FROM THE CALIFORNIA COASTAL COMMISSION
FOR THE DEVELOPMENT OF A SELF SUSTAINING
CHEMISTRY LESSON FOR HIGH SCHOOL STUDENTS
FOCUSING ON THE IMPACT OF WATERSHED RUNOFF AND
ITS IMPACT IN THE SURROUNDING REGION.
THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH HEREBY FINDS,
RESOLVES AND ORDERS AS FOLLOWS:
WHEREAS, the City of Newport Beach is desirous of creating a self
sustaining chemistry lesson for high school students to learn about the impact of
watersheds on their local beach, and marine environments; and
WHEREAS, for the purposes of this project, self sustaining means all
tuition fees will be reinvested in the program to pay for supplies; and
WHEREAS, the California Coastal Commission is authorized to provide
grants to non - profit organizations or government entities, for development of
youth programs; and
WHEREAS, the City of Newport Beach is willing to enter an agreement to
provide an educational experience to all interested parties at no cost other than
the original grant; .
NOW THEREFORE, BE IT RESOLVED, that the City Council by adoption
of this resolution hereby requests the California Coastal Commission to provide a
grant for the purposes of developing a self sustaining chemistry lesson for high
school students.
