BACKGROUND In July 2004, based on a request from the Santa Ana Heights Project Advisory Committee (PAC), the City asked County Supervisor Jim Silva to preserve two parcels at the corner of Mesa Drive and Birch Street as open space so that this 0.7 acres of land could later become a small passive park. In this letter, since redevelopment funds cannot be used for maintenance, the City offered to maintain the park once constructed, and to assist in the planning of the park, to ensure that the park can be maintained in a cost - efficient manner. The City would not however take ownership of the park until construction was set to begin. Based on the letter from the City, the County, who was planning to sell the parcels to a developer for parking, decided to retain the area for a passive park. Staff from the General Services Department and the City Manager's Office have been working with the County and the PAC on the conceptual development of the park. The concept plans were approved by both the PB &R Commission and City Council and staff is preparing to put the project to bid. DISCUSSION The PB &R Commission recently conducted a process to attain suggested names to be conveyed to the City Council for this park. Input was sought from PAC and a public discussion was held at at the Park Development Committee meeting and the PB &R Commission meeting in November. Opportunities for public input were provided at both the Park Development Committee and Commission meetings. The Commission chose to forward several names to the City Council. However, based upon recent dialogue with the PAC, staff has determined that more input is needed from the PAC and recommends that this item be continued to a future City Council meeting, date to be determined.
